改革开放以来我国农业转移人口市民化问题研究

【摘要】：改革开放以来,经济社会的发展、农业现代化的推进、城乡的巨大差距以及产业结构的调整,共同驱动着日渐庞大的农业人口转移到城市。转移至城市的农业人口为二、三产业的显著发展、城市建设做出了巨大的贡献,但却需要付出巨大的城镇化成本而难以实现真正的市民化。十八大报告突出强调了推进新型城镇化建设的重要性,今年的第十二届全国人民代表大会三次会议上李克强总理的政府工作报告更是指出城镇化是解决城乡差距的根本途径,也是最大的内需所在。在推进城镇化的进程中,“三农问题”仍然是我国目前发展的最薄弱环节,农业转移人口市民化问题作为解决“三农问题”的重要途径受到党和国家的高度重视,对我国新时期城镇化的顺利推进和全面建设小康社会的目标具有重要的意义。本文就农业转移人口市民化问题展开研究。以时间为顺序,分阶段的描述了改革开放至今中国的农业转移人口市民化状况,以及目前的市民化现状。从政治、经济、社会环境等方面深入分析农业人口迁移的影响因素,指出了转型时期的中国农业转移人口市民化的必然性和必要性。在此基础上,提出了当前我国农业人口市民化在制度性和非制度性两个层面存在的问题。最后,针对现存的问题,从降低农业转移人口市民化成本和提升农业转移人口市民化能力出发,提出中肯的建议。农业转移人口向城市的迁移从来都是不以人的意志为转移的,我们要研究的不是如何使9亿农业人口变成城市人,更不是如何使他们尽快的都来到城市生活。我们要研究的是如何提高农业转移人口的收入,是怎样使已经来到城市的农业人口享受到与城市居民一样的待遇。
[Abstract]:Since the reform and opening up, the development of economy and society, the advancement of agricultural modernization, the huge gap between urban and rural areas and the adjustment of industrial structure, together drive the increasingly large agricultural population to transfer to the city. The agricultural population transferred to the city is the remarkable development of the second and third industries, and the urban construction has made great contributions, but it is difficult to realize the real urbanization by paying the huge cost of urbanization. The report of the 18th National Congress highlighted the importance of promoting the construction of a new type of urbanization. At the third session of the Twelfth National people's Congress this year, Prime Minister Li Keqiang's government work report even pointed out that urbanization is the fundamental way to solve the gap between urban and rural areas. It is also the biggest source of domestic demand. In the process of promoting urbanization, the "three rural issues" are still the weakest link in the current development of our country. As an important way to solve the "three rural issues", the urbanization of agricultural transfer population is highly valued by the Party and the country. It is of great significance for the smooth advancement of urbanization and the goal of building a well-off society in China in the new period. This paper studies the urbanization of agricultural transfer population. In the order of time, this paper describes the status of urbanization of the agricultural transfer population in China and the present situation of the urbanization in stages of reform and opening up to the outside world. From the aspects of politics, economy and social environment, this paper analyzes the influencing factors of agricultural population migration, and points out the inevitability and necessity of the urbanization of Chinese agricultural transfer population in the period of transition. On this basis, this paper puts forward the problems existing in both institutional and non-institutional aspects of the urbanization of agricultural population in our country at present. Finally, aiming at the existing problems, this paper puts forward some pertinent suggestions from the view of reducing the cost of popularizing agricultural transfer population and improving the ability of popularizing agricultural transfer population. The transfer of population from agriculture to city has never been based on the will of people. What we want to study is not how to make 900 million agricultural population become city people, nor how to make them all come to the city as soon as possible. What we want to study is how to raise the income of the agricultural transfer population and how to make the agricultural population who have come to the city enjoy the same treatment as the urban residents.
