滨江新区征地拆迁项目风险管理研究

【摘要】:征地拆迁项目关系错综复杂,关系到广大人民群众的切身利益和地区的和平稳定发展,征地拆迁项目风险管理问题已经成为学术界和实业界关注的焦点问题。本文以项目风险管理理论为基础,分析了征地拆迁项目风险管理的相关内容。作者根据项目风险管理的目标和原则,在正确识别风险和分析风险的基础上,合理制定应对滨江新区征地拆迁项目风险的措施及方案,以规避和减少征地拆迁项目风险损失。通过对滨江新区征地拆迁项目风险的研究,得到以下结论:(1)通过工作分解法,找出了滨江新区征地拆迁项目各工作阶段可能的风险因素,并进行分类分析。通过对项目潜在的可能风险进行识别、归纳,将复杂的征地拆迁项目工程风险分解为简单的风险因素,并建立了滨江新区征地拆迁项目风险评价指标。滨江新区征地拆迁项目风险主要包括四类风险:社会风险、管理风险、成本风险和环境风险。(2)利用层次分析法对滨江新区征地拆迁项目风险进行了综合评价,并对其评价步骤与分析进行了详细研究,最后确定了滨江新区征地拆迁项目风险的总体水平为“中等”的结论。(3)通过对滨江新区征地拆迁项目风险的识别、分析和综合评价,在此基础上提出了滨江新区征地拆迁项目风险的应对措施。其应对措施主要包括:建立和完善滨江新区征地拆迁项目风险评估机制;建立和完善滨江新区征地拆迁项目风险管理机制;建立和完善滨江新区征地拆迁项目风险的处置机制。本文综合分析了滨江新区征地拆迁项目风险,有针对性的提出了应对该项目风险的措施,对加强滨江新区征地拆迁项目的风险管理起到了积极的作用,同时也可以为衡阳市或其他省市征地拆迁项目风险管理提供借鉴和指导。
[Abstract]:The relationship between land acquisition and demolition project is complex, which is related to the vital interests of the broad masses and the peaceful and stable development of the region. The risk management of the land acquisition and demolition project has become the focus of attention of academia and industry. Based on the theory of project risk management, this paper analyzes the related contents of risk management of land requisition and demolition project. According to the objectives and principles of project risk management, on the basis of correctly identifying risks and analyzing risks, the author reasonably formulates the measures and schemes to deal with the risks of land expropriation and relocation projects in Binjiang New District, in order to avoid and reduce the risk loss of land requisition and removal projects. Through the study of the risk of the land acquisition and removal project in Binjiang New area, the following conclusions are obtained: (1) through the method of work decomposition, the possible risk factors in each stage of the project are found out and classified and analyzed. By identifying the potential risks of the project, the risk of the complex land requisition and removal project is decomposed into simple risk factors, and the risk evaluation index of the land acquisition and relocation project in Binjiang New District is established. The risk of land acquisition and removal project in Binjiang New area mainly includes four kinds of risks: social risk, management risk, cost risk and environmental risk. Finally, the conclusion that the overall risk level of land acquisition and relocation project in Binjiang New District is "medium" is determined. (3) through the identification, analysis and comprehensive evaluation of the risk of land requisition and relocation project in Binjiang New area, the paper makes a detailed study on its evaluation steps and analysis. On this basis, the paper puts forward the measures to deal with the risk of land expropriation and relocation project in Binjiang New District. The countermeasures include: establishing and perfecting the risk assessment mechanism of the land requisition and removal project in Binjiang New District; establishing and perfecting the risk management mechanism of the land requisition and demolition project in Binjiang New area; establishing and perfecting the disposal mechanism of the risk of the land acquisition and removal project in Binjiang New area. This paper comprehensively analyzes the risk of land acquisition and relocation project in Binjiang New District, and puts forward some measures to deal with the project risk, which plays a positive role in strengthening the risk management of the land acquisition and relocation project in Binjiang New area. At the same time, it can also provide reference and guidance for risk management of land requisition and relocation projects in Hengyang or other provinces and cities.
