中国马铃薯主食化——浙江省的发展对策

【摘要】:马铃薯是全球第四大重要的粮食作物,是人类的重要主食之一。2015年,中国启动马铃薯主粮化战略,推进把马铃薯加工成馒头、面条、米粉等食物形式,以期推动马铃薯主食化。尽管马铃薯是浙江省主要旱粮作物之一,但是与传统的主要粮食作物水稻相比,马铃薯仍然是一个小作物,在餐桌上也是以鲜食为主,当做蔬菜食用,精深加工较少。为了加快推进浙江省马铃薯主食化目标,本研究从浙江省马铃薯生产的发展潜力以及马铃薯作为主食的发展策略两个方面出发,从政府政策导向、膳食观念转变、科学技术保障等方面,阐述了浙江省推动马铃薯主食化的思路和对策。迄今为止,浙江省马铃薯主食化已取得阶段性突破,马铃薯种植面积持续扩大,种薯本地化生产以及全程机械化技术得到进一步发展;马铃薯全粉加工技术以及马铃薯主食产品的研发有了不断的创新;通过采取优化品种结构、丰富主食产品、出台扶持政策等措施,加速推进了马铃薯主食化的进程。本研究以浙江省这样一个马铃薯既非主粮又非主食的省份作为研究案例,对华东地区具有相似自然资源以及膳食习惯的省份,全面推进马铃薯主食化具有重要的参考价值。
[Abstract]:Potato is the fourth most important food crop in the world and one of the most important staple foods for human beings. In 2015, China launched the potato staple food strategy to promote the processing of potatoes into steamed bread, noodles, rice flour and other food forms in order to promote potato staple food. Although potato is one of the main dry grain crops in Zhejiang Province, compared with the traditional main grain crop rice, potato is still a small crop. In order to accelerate the development of potato staple food in Zhejiang Province, this study started from two aspects: the development potential of potato production and the development strategy of potato as staple food, and the change of government policy orientation and dietary concept. In this paper, the ideas and countermeasures of promoting potato staple food in Zhejiang province are expounded. So far, the potato staple food in Zhejiang Province has made a breakthrough, potato planting area continues to expand, seed potato local production and mechanization technology has been further developed. Potato processing technology and potato staple food product research and development has been constantly innovative, through the adoption of optimization of the variety structure, enrich staple food products, the introduction of support policies and other measures to accelerate the process of potato staple food. This study takes Zhejiang Province, a province where potato is neither staple food nor staple food, as a case study, which has important reference value for promoting potato staple food in a province with similar natural resources and dietary habits in eastern China.
