生物多样性保护对多维贫困的影响研究——基于中国7省保护区周边社区数据

【摘要】：本文基于中国7省42个保护区周边社区调查数据,构建了保护区周边社区多维贫困指标体系,采用AF多维贫困方法测度了区域多维贫困状况并比较了保护区内外多维贫困的差异性,在此基础上,采用偏差校正匹配估计量的方法计量了生物多样性保护对多维贫困和收入的影响。研究表明,保护区周边家庭贫困现象比较突出,区内家庭贫困程度比区外严重,卫生设施、通讯、能源使用、道路交通和生态环境维度贫困比较高发,贫困发生率均高于收入维度。从多维贫困视角来看,现阶段生物多样性保护还不能产生减贫的效果,也不会显著加剧家庭贫困程度,但会显著减少家庭人均纯收入,减少7%左右,主要是显著减少了家庭人均农林业纯收入,造成该现象的直接原因是野生动物肇事且生态补偿制度不合理导致农户农林业经营积极性和效率不高,根本原因在于生态保护与扶贫开发融合有待进一步加强。
[Abstract]:Based on the survey data of 42 protected areas in 7 provinces of China, this paper constructs a multi-dimensional poverty index system for the surrounding communities in the protected areas. Using AF multidimensional poverty method, this paper measures the situation of regional multidimensional poverty and compares the difference of multidimensional poverty inside and outside the reserve. The effect of biodiversity conservation on multidimensional poverty and income is measured by using deviation correction matching estimator. The study shows that the poverty phenomenon of families around the reserve is more prominent, the poverty degree of families in the area is more serious than that outside the area, and the poverty in the dimensions of sanitation, communication, energy use, road traffic and ecological environment is relatively high. The incidence of poverty was higher than that of income. From the perspective of multidimensional poverty, biodiversity conservation at this stage will not have the effect of reducing poverty, nor will it significantly increase the level of household poverty, but it will significantly reduce the per capita net income of households by about 7 percent. The main reason is that the per capita net income of agriculture and forestry has been significantly reduced. The direct cause of this phenomenon is the occurrence of wildlife and the unreasonable ecological compensation system, which leads to the inefficiency and enthusiasm of farmers' agricultural and forestry management. The fundamental reason lies in the need to further strengthen the integration of ecological protection and poverty alleviation and development.
