祁阳县农村土地承包经营权流转问题研究

【摘要】：“民以食为天,粮以土为本”,土地与农民的利益息息相关。改革开放以来农村集约化生产的发展、农村进城务工人员的递增、农村第二三产业的崛起、农林牧业土地利用率的提高,加之国家法律和政策的支持、农村土地产权轮廓逐步明晰、农业生产技术进步和市场化因素的增多,在方方面面因素的推动下,农村土地使用权流转得以开端,并在广大农村迅猛推进。在政府决策层面以及各“三农”相关研究机构也将农村土地使用权流转作为发展农业、繁荣农村、造福农民的重要议题和研究方向。论文结合当前国内外对农村土地使用权流转现状和理论研究的成果,积极借鉴在农村土地使用权流转模式和流转机制上较为成功的范例,并采用设计调查问卷和进行实地考察的方法,详细掌握湖南省祁阳县农业生产现状和农村土地使用权流转的影响因素,紧密结合该县当地现有经济条件,针对该县当前农村土地使用权流转中存在的瓶颈与问题,提出相应的解决措施及政策建议。
[Abstract]:Land is closely related to the interests of farmers. Since the reform and opening up, the development of intensive production in rural areas, the increasing number of rural migrant workers, the rise of the secondary and tertiary industries in rural areas, the improvement of land use ratio of agriculture, forestry and animal husbandry, and the support of state laws and policies, The outline of rural land property rights is gradually clear, agricultural production technology progress and the increase of market-oriented factors, in all aspects of factors, the circulation of rural land use rights can begin, and in the vast rural areas to advance rapidly. The transfer of rural land use right has also been regarded as an important topic and research direction for the development of agriculture, prosperity of rural areas and the benefit of farmers. Combining the current situation and theoretical research results of rural land use right transfer at home and abroad, the paper actively uses for reference the more successful examples of rural land use right transfer mode and circulation mechanism. With the methods of questionnaire design and on-the-spot investigation, the present situation of agricultural production and the factors affecting the circulation of rural land use right in Qiyang County, Hunan Province, are grasped in detail, and the local economic conditions of the county are closely combined. In view of the bottleneck and problems existing in the current circulation of rural land use right in this county, the corresponding measures and policy suggestions are put forward.
