双托甲鱼养殖股份有限公司人力资源开发策略研究

【摘要】:2007年《中华人民共和国农民专业合作社法》正式实施以来,我国的农民专业合作社发展迅速,到目前为止已经形成一定规模。但是受客观环境和主观因素的限制,目前农民专业合作社存在规模偏小、内部运作不规范、经营管理水平不高等问题,很多传统专业合作社纷纷走向股份制合作社,由之前的 合作社+农户‖转向 公司+合作社+农户‖,由公司领办,带领农民走向市场,成为我国农业产业化组织的一种重要形式。汨罗市双托甲鱼养殖专业合作社经过三年多的发展,已成为汨罗市双托村的品牌产业,不仅倡导了全新的现代农业管理方式,还辐射带动了一小批农户发家致富。为了长远发展与壮大,打破合作社本身的局限,经过不断的摸索实践,合作社也注册成立了双托甲鱼养殖股份有限公司,虽然已经实现了组织性质方面的变革,但是在人力结构上仍然停留在传统农民专业合作社阶段,因此摆在公司当前的首要问题是人力资源开发与管理问题。文章选取农民专业合作社公司化这一特殊背景,以人力资源开发及策略为研究对象,以汨罗市双托甲鱼养殖专业合作社为研究代表,以人力资源开发理论为主导,来分析公司的人力资源开发现状,试图构建一套公司人力资源开发策略方案,同时提出相应的实施策略。通过现状分析与理论推导,文章得出了公司人才选用空间少、实用人才培育难、优秀人才留不住、现有人力没用好的人力资源开发现状,基于此初步设计了人力资源开发策略方案,内容主要包括人力资源规划、人员素质培训、人才团队建设、技术力量配置及储备四个方面。文章最后提出要顺利实施公司的人力资源开发策略方案的实施途径要明晰公司的战略意图、营造良好的公司文化氛围,必要的时候要设立人力资源管理岗位,并且积极寻求政策和法律的保障。
[Abstract]:Since the implementation of the Law of the people's Republic of China on Farmers' specialized Cooperatives in 2007, the farmers' specialized Cooperatives in China have developed rapidly and have formed a certain scale up to now. However, due to the limitation of objective environment and subjective factors, there are many problems such as small scale, non-standard internal operation, low management level and so on. Many traditional professional cooperatives have moved to joint-stock cooperatives. It has become an important form of agricultural industrialization organization in our country to shift from the former cooperative farmers to the cooperative farmers of the company and lead the farmers to the market. After more than three years' development, Miluo double Tortol breeding Cooperative has become the brand industry of Shuangtuo Village in Miluo City. It not only advocates a new modern agricultural management mode, but also radiates a small group of farmers to become rich. In order to develop and expand in the long run and break the limitations of the cooperative itself, after continuous exploration and practice, the cooperative also registered and established the double Tortoturtle breeding Company, although it has already realized the change in the nature of the organization. However, the manpower structure is still in the stage of the traditional farmers' professional cooperative, so the most important problem in the company is the development and management of human resources. This paper selects the special background of the corporation of farmers' professional cooperative, takes the human resources development and strategy as the research object, takes the Miluo double tortoise turtle breeding specialized cooperative as the research representative, and takes the human resources development theory as the leading factor. To analyze the current situation of human resource development of the company, try to build a set of human resources development strategy, and put forward the corresponding implementation strategy. By analyzing the present situation and deducing the theory, the paper draws the conclusion that the company has less space to choose talents, it is difficult to cultivate practical talents, the outstanding talents can not be retained, and the existing human resources are not good enough. Based on this, the strategy scheme of human resource development is designed, which includes four aspects: human resource planning, personnel quality training, talent team building, technical force allocation and reserve. Finally, the paper puts forward that in order to implement the human resources development strategy of the company smoothly, the strategic intention of the company should be clear, a good company culture atmosphere should be created, and human resources management posts should be established when necessary. And actively seek policy and legal protection.
