湖南省农业科技发展的金融支持现状与对策

【摘要】：农业科技发展的金融支持需要充分发挥市场融资机制、政府支持机制和社会参与机制的协同效应,激发社会资本参与农业科技投入的积极性。湖南是传统农业大省,拥有实力雄厚的现代农业科技龙头企业。近年来,农业科技发展较快,多元化融资需求呈增长趋势。区域金融对湖南农业科技的支持力度不断加大,但是依然存在市场机制不完善、政府机制未充分发挥、社会参与机制不足等问题,主要表现在融资渠道单一、农业科技企业直接融资比例低、科技金融产品创新不足、农业科技保险缺失、农业科技金融政策协同不足、农村合作金融发展滞后等方面。因此,针对湖南农业科技金融发展现状和问题,提出建立农业科技与农业金融的协调机制、鼓励与现代特色农业科技和科技园区农业项目相结合的金融创新、营造良好的现代农业科技金融生态环境、大力培育和建设农业科技金融人才队伍等相关对策建议。
[Abstract]:The financial support for the development of agricultural science and technology needs to give full play to the synergistic effect of market financing mechanism, government support mechanism and social participation mechanism, so as to stimulate the enthusiasm of social capital to participate in agricultural science and technology investment. Hunan is a traditional agricultural province, with a strong modern agricultural science and technology leading enterprises. In recent years, agricultural science and technology has developed rapidly and diversified financing demand has shown an increasing trend. The support of regional finance to Hunan agricultural science and technology is increasing, but there are still some problems, such as imperfect market mechanism, incomplete government mechanism, insufficient social participation mechanism, etc. The proportion of direct financing of agricultural science and technology enterprises is low, the innovation of science and technology financial products is insufficient, the agricultural science and technology insurance is missing, the coordination of agricultural science, technology and finance policy is insufficient, the development of rural cooperative finance is lagging, etc. Therefore, in view of the present situation and problems of agricultural science and technology and finance development in Hunan, it is proposed to establish a coordination mechanism between agricultural science and technology and agricultural finance, and to encourage financial innovation combined with agricultural projects of modern characteristic agricultural science and technology park. To create a good ecological environment for modern agricultural science, technology and finance, and to cultivate and build the contingent of agricultural science, technology and finance personnel.
