我国西部地区农村居民收入倍增影响因素及实现路径分析

【摘要】:党的十八大报告提出:转变经济发展方式取得重大进展,在发展平衡性、协调性、可持续性明显增强的基础上,实现国内生产总值和城乡居民人均收入比二0一0年翻一番。对居民收入增长提出具体的量化指标,这在党的历史上还是头一次。从经济总量到居民人均收入这一目标的变革,昭示了我国执政发展理念的重大调整:从对宏大总量的关注,逐步转向对微观个体的关怀,经济社会发展的目标将变得更加均衡和可持续,发展的成果也必将更加公平的惠及每一个国民。然而,收入增长并非是一个简单的数字工程,尤其是我国西部地区农村居民,由于经济基础薄弱,加上自然资源禀赋、人力资源素质、地理位置及交通等因素的制约,增收较为困难,难以在短期内赶上全国农民收入的平均水平。因而研究西部地区农村居民收入的现状、收入结构以及制约收入增长的因素,进而分析实现收入倍增的路径,对进一步提高农民生活水平、全面建成更高水平的小康社会、扩大内需转变经济发展方式、构建农村和谐社会、确保党和政府的宏伟战略目标的实现具有重大意义。论文通过分析2000-2013年西部地区农村居民收入增长变化情况、收入结构与各部分对总收入的贡献度,确认了到2020年西部地区农村居民收入倍增的可实现性。但是,西部地区的农民收入与全国农民收入的绝对差距仍然较大。因此,在实现西部地区农村居民收入倍增目标的过程中,还必须采取有效的政策措施,努力消除西部地区城乡之间、西部地区与东部地区农村之间的收入差距。分析也显示,我国西部地区农村居民收入主要来自于家庭经营性收入和工资性收入。近年来,家庭经营性收入的比重虽然呈不断下降趋势,但仍然是西部地区农民收入的第一大主要来源,是农民最为依赖的收入来源。而工资性收入的比重近几年不断攀升,是未来农村居民增收最具潜力的部分。在此基础上,论文采用主成分回归模型,对影响西部地区农民的两大收入来源的重要因素进行实证分析。实证结果表明,有效灌溉面积、政府对农业的投入、全年机械总功率这三个因素与家庭经营性收入呈显著的正相关关系,而第一产业劳动力与家庭经营性收入呈负相关关系。在工资性收入的影响因素中,人均地区生产总值、产业结构比值、农民文化水平以及城镇化率与工资性收入均呈显著的正相关关系。财产性收入与转移性收入,虽然在农民总收入中所占的比重并不大,但却是农民增收的重要补充方式。因此,本文对财产性收入与转移性收入的重要影响因素也进行了相应分析。最后,根据分析结果,针对农民收入的不同组成部分,提出能有效促进农民增收的对策建议。
[Abstract]:According to the report of the 18th National Congress of the CPC, great progress has been made in transforming the mode of economic development, and on the basis of a marked increase in the balance, coordination, and sustainability of development, the gross domestic product (GDP) and the per capita income of urban and rural residents will double each year in 20 or 10 years. This is the first time in the history of the Party to put forward specific quantitative indicators for the growth of residents' income. The transformation from the total economic volume to the per capita income of the residents reveals a major adjustment of the concept of governing development in our country: from the concern for the grand total amount to the concern for the micro individuals step by step. The goal of economic and social development will become more balanced and sustainable, and the fruits of development will benefit everyone more equitably. However, income growth is not a simple digital project, especially for rural residents in the western part of China, because of the weak economic base and the constraints of natural resource endowment, human resource quality, geographical location and transportation, etc. Income increase is more difficult, difficult to catch up with the national average level of farmers' income in the short term. Therefore, by studying the current situation of rural residents' income, the income structure and the factors restricting income growth in the western region, and then analyzing the path to double income, this paper will further improve the living standards of farmers and build a higher level of well-off society in an all-round way. It is of great significance to expand domestic demand and change the mode of economic development, build a harmonious society in rural areas and ensure the realization of the grand strategic goals of the Party and the government. By analyzing the change of rural residents' income growth from 2000 to 2013, the income structure and the contribution of each part to the total income, the paper confirms the realizability of the doubling of rural residents' income by 2020. However, the absolute gap between farmers' income in the western region and that of the whole country is still large. Therefore, in the process of realizing the goal of doubling the income of rural residents in the western region, we must also take effective policies and measures to eliminate the income gap between urban and rural areas in the western region and between the rural areas in the west and the eastern regions. The analysis also shows that the income of rural residents in western China mainly comes from household income and wage income. In recent years, although the proportion of household operating income is declining, it is still the first major source of farmers' income in the western region and the most dependent source of income for farmers. The proportion of wage income has been rising in recent years, which is the most potential part of future rural residents' income. On this basis, the paper uses principal component regression model to analyze the important factors that affect the two major income sources of farmers in western China. The empirical results show that the effective irrigation area, the government input to agriculture and the total power of machinery in the whole year have significant positive correlation with the household operating income, while the labor force of the primary industry has a negative correlation with the household operating income. Among the influencing factors of wage income, the per capita regional gross domestic product (GDP), the ratio of industrial structure, farmers' education level and urbanization rate were positively correlated with wage income. Although the proportion of property income and transfer income in the total income of farmers is not large, it is an important supplementary way for farmers to increase their income. Therefore, this paper also analyzes the important factors of property income and transfer income. Finally, according to the analysis results, according to the different components of farmers' income, put forward the countermeasures and suggestions that can effectively promote farmers' income increase.
