基于阶段DEA模型的云南省高原特色农业效率分析

【摘要】:云南作为传统的农业大省,要提高全省的经济竞争力,农业的发展成为引领云南省经济发展的基础。2011年为抓住农业结构调整,促进云南省传统农业向现代农业转型的这个关键时期,云南省政府提出了“大力发展云南省高原特色农业”,打响云南省农业的“四个名片,六大特色产业基地”。云南省只有充分依托其独特的资源基础、气候特色,发展具有其自身特点的特色农业,才能进一步加快云南省农业转型的步伐。本文采用阶段DEA模型,对云南2004-2013年的农业效率进行分析评价,结果表明云南省十年间的农业效率虽然有增长但效率平均并不高。为了分析影响云南省高原特色综合效率的外生因素,本文又在此基础上选取了外生环境因素变量,通过Tobit模型,对2004-2013年云南省高原特色农业效率和环境影响因素做回归分析,根据回归分析所得系数绝对值对外生影响因素进行排序。一方面,从投入、产出角度利用DEA模型测度了2004-2013年云南省农业生产综合效率、纯技术效率和规模效率,实证结果显示2013年云南省高原特色农业效率达到DEA有效。2004-2013年十年间云南省高原特色农业效率整体水平不高,由于云南省农业纯技术效率十年间都接近于1,规模效率成为主要的制约云南省高原特色农业综合效率的因素。另一方面,外生环境因素对云南省高原特色农业的综合效率的影响各不相同,其中农村居民家庭人均纯收入的增加有助于提高生产效率,而城市化水平、财政支农支出、农作物受灾总面积都对农业综合效率有负面的影响。
[Abstract]:Yunnan, as a traditional agricultural province, must improve the economic competitiveness of the province, and the development of agriculture has become the basis for leading the economic development of Yunnan. In 2011, in order to grasp the adjustment of agricultural structure, In order to promote the transition from traditional agriculture to modern agriculture in Yunnan Province, the Yunnan Provincial Government put forward "vigorously developing characteristic Agriculture in Yunnan Plateau", which set off the "four business cards and six characteristic industrial bases" of agriculture in Yunnan Province. Only by fully relying on its unique resource base, climate characteristics, and developing characteristic agriculture with its own characteristics, can Yunnan further accelerate the pace of agricultural transformation in Yunnan Province. In this paper, the stage DEA model is used to analyze and evaluate the agricultural efficiency of Yunnan Province from 2004 to 2013. The results show that the agricultural efficiency of Yunnan Province has increased in the past ten years, but the average efficiency is not high. In order to analyze the exogenous factors that affect the comprehensive efficiency of Yunnan plateau characteristics, this paper selects the variables of exogenous environmental factors and makes regression analysis on the agricultural efficiency and environmental factors of Yunnan plateau from 2004 to 2013 through Tobit model. According to the regression analysis of the absolute value of the external factors to rank. On the one hand, from the angle of input and output, this paper uses DEA model to measure the comprehensive efficiency, pure technical efficiency and scale efficiency of Yunnan agricultural production from 2004 to 2013. The empirical results show that the efficiency of Yunnan plateau characteristic agriculture reached the level of DEA efficiency in 2013. The overall level of Yunnan plateau characteristic agriculture efficiency was not high during the ten years from 2004 to 2013. Because the pure technical efficiency of agriculture in Yunnan Province is close to 1 in ten years, scale efficiency has become the main factor restricting the comprehensive efficiency of characteristic agriculture in Yunnan plateau. On the other hand, the influence of exogenous environmental factors on the comprehensive efficiency of characteristic agriculture in Yunnan plateau is different. The increase of per capita net income of rural households contributes to the improvement of production efficiency, while the level of urbanization, the expenditure of financial support for agriculture, The total area affected by crops has a negative impact on the overall efficiency of agriculture.
