【摘要】：中国是农业大国。自古以来,中国的农业问题就是中国问题,农业的发展,在一定程度上决定了中国的发展。中共中央领导对农业的重视也在逐步的加强。中央一号文件就已然成为了中共中央重视农村问题的专有名词。中国同样也是渔业大国,无论是农民还是渔民数量,中国都位居世界第一。其中,舟山的舟山渔场,不仅是中国最大的渔场,也是世界四大渔场之一。舟山渔业是整个舟山经济的主要部分,可以说,舟山渔业的发展实则也代表着舟山的发展。21世纪是海洋世纪,为了更好的发展海洋战略。2011年国家成立浙江舟山群岛新区,作为海洋战略实施的先行者,发展舟山新区,对整个国家的发展都有着不可忽视的作用。发展新区渔民素质,就是这其中的关键。改革开放以来,我国渔民素质整体得到提高,但与发达国家相比,还存在着一些不足,本文通过对舟山新区渔民素质研究,总结了舟山新区转产转业以来,渔民素质得到普遍提高,但也同时将其与发达国家素质进行了对比,发现还存在的一些问题,并提出了自己的一些建议和看法。本文一共分为5个章节,第一章是绪论,主要介绍了本次论文的选题来源以及研究意义。第二章是本次研究所涉及到的概念以及相应的一些理论。第三章介绍了目前浙江舟山群岛新区渔民素质的一些现状,总结了舟山新区渔民整体素质的提高,但也指出了目前还存在的一些问题。第四章是一个针对舟山新区渔民素质存在的问题进行了一个分析,主要从政府、传统文化、渔民自身因素等方面进行总结。第五章是文章的核心,也是本文的创新之处,主要是针对问题分析,从政府、社会和个人方面提出提升渔民素质建议。第六章从构成、创新、不足等方面对文章进行一个总结分析。对国外发达国家提高农民素质的经验总结。整篇文章通过对浙江舟山新区渔民素质问题研究,根据舟山新区实地研究,探讨舟山新区渔民素质问题。文章查阅了很多统计数据,对舟山新区渔民的整体情况做了一个整理,并对国内外研究进行分析,就渔民素质提出自己观点,建议。
