浙江省休闲渔业发展战略选择研究

【摘要】：随着人们生活质量的不断提高,休闲渔业已经成为丰富人民生活的客观需要,发展休闲渔业是我国渔业现代化的重要组成部分,对于推进渔业产业结构的调整具有重要意义。本文以福建省和上海市为例分析了我国休闲渔业目前的发展现状,结合美国、澳大利亚以及加拿大发展休闲渔业的经验,得出了发达国家休闲渔业发展对我国浙江省休闲渔业发展的对策和建议,提出我国应从制度规划、渔业管理、资源保护、科技研发、国际合作等方面对休闲渔业的发展进行改进的建议。从整个经济的角度来看,休闲渔业将旅游观光、休闲度假以及现代渔业有机结合,在整个经济链上,实现了一二三产业之间的相互转化和融合,从而能够创造出较高的经济效益和社会效益。为了研究休闲渔业产业发展的必要性,从而能正确对待并重视休闲渔业的发展,较好地处理休闲渔业产业与相关产业之间的关系,为休闲渔业产业的发展指明具体的方向,本文以影响浙江省休闲渔业发展的相关因素出发,详细地分析了休闲渔业产业对其他产业的重要影响,得出休闲渔业与住宿和餐饮业,文化、体育和娱乐业,水产养殖业,信息传输、计算机服务和软件业,金融业,交通运输、仓储和邮政业有着密切的联系,休闲渔业的发展能够显著地带动浙江省其他产业的发展,发展休闲渔业,促进传统渔业向休闲渔业转型,能够带动终端消费,增加就业,促进当地经济的发展,为当地经济的繁荣带来新的希望。针对休闲渔业的发展,本文选取了我国休闲渔业发展较为迅速并且在休闲渔业发展中有着示范带头作用的浙江省为研究对象,并以该省休闲渔业示范基地之一—舟山市白沙岛旅游开发有限公司为案例,结合浙江省目前发展休闲渔业的现状及其政府对休闲渔业发展的相关政策支持等方面,对浙江省发展休闲渔业的优势、劣势、机会和威胁进行了分析,得出从内部条件来看,目前浙江省在发展休闲渔业方面的优势主要体现在区位优势明显、资源禀赋丰富、渔业基础良好、经济实力雄厚等方面,然而却存在发展观念落后、投入资金缺乏、知识技能短缺以及市场引导不足等劣势。从外部条件来看,其发展休闲渔业方面的机会主要体现在政府政策支持、潜在需求增加及关联作用较强等方面,然而却存在法律不够完善、外部竞争加剧及科研投入较小等外部威胁。以上SWOT分析为后文的浙江省休闲渔业发展的战略选择打下了良好的基础。从浙江省发展休闲渔业的战略选择方面,本文采用定性与定量相结合的方法,将SWOT分析方法与层次分析法相结合,以浙江省休闲渔业发展战略为目标层,优势、劣势、机会和威胁为准则层建立浙江省休闲渔业发展战略层次结构,并进行排序,得出优势、劣势、机会和威胁各个因素对浙江省休闲渔业发展战略选择的影响程度从大到小依次为:潜在需求增加、市场引导不足、科研投入较小、知识技能短缺、渔业基础良好、政府政策支持、法律不够完善、投入资金缺乏、经济实力雄厚、关联作用较强、外部竞争加剧、区位优势明显、发展观念落后、资源禀赋丰富。结果表明目前浙江省休闲渔业发展应采用扭转型策略与防御型策略相结合的发展模式。经过以上综合分析,本文最后总结出了浙江省休闲渔业发展战略,建议该省充分开拓休闲渔业的市场潜力,并加大休闲渔业的科研水平,同时利用好政府的各项优惠政策,以更好地促进休闲渔业健康持续发展。
[Abstract]:With the continuous improvement of people's quality of life, leisure fishery has become an objective need to enrich people's lives. The development of leisure fishery is an important part of China's fishery modernization and is of great significance for promoting the adjustment of fishery industrial structure. Based on the experience of the United States, Australia and Canada in developing recreational fisheries, the countermeasures and suggestions for the development of recreational fisheries in Zhejiang Province in developed countries are put forward. It is suggested that China should improve the development of recreational fisheries in terms of system planning, fisheries management, resources protection, scientific and technological research and international cooperation. From the perspective of the whole economy, leisure fishery combines tourism, leisure vacation and modern fishery organically. In the whole economic chain, it realizes the mutual transformation and integration between primary, secondary and tertiary industries, thus creating higher economic and social benefits. In order to study the necessity of the development of leisure fishery industry, so as to realize the transformation and integration of primary, secondary and tertiary industries. We can correctly deal with and attach importance to the development of leisure fishery, better deal with the relationship between leisure fishery industry and related industries, and point out the specific direction for the development of leisure fishery industry. Based on the relevant factors affecting the development of leisure fishery in Zhejiang Province, this paper analyzes in detail the important influence of leisure fishery industry on other industries, and draws a conclusion. Leisure fisheries are closely related to accommodation and catering, culture, sports and entertainment, aquaculture, information transmission, computer services and software, financial industry, transportation, storage and postal industry. The development of leisure fisheries can significantly promote the development of other industries in Zhejiang Province, develop leisure fisheries and promote traditional fisheries to leisure. The transformation of fishery industry can promote terminal consumption, increase employment, promote the development of local economy and bring new hope for the prosperity of local economy. Taking Zhoushan Baisha Island Tourism Development Co., Ltd., one of the leisure fishery demonstration bases, as a case study, combining with the current situation of developing leisure fishery in Zhejiang Province and the government's policy support for the development of leisure fishery, this paper analyzes the advantages, disadvantages, opportunities and threats of developing leisure fishery in Zhejiang Province, and draws a conclusion from the internal conditions. At present, Zhejiang Province's advantages in developing leisure fishery are mainly manifested in the following aspects: obvious location advantages, abundant natural resources, good fishery foundation and strong economic strength. However, there are some disadvantages such as backward development concept, lack of investment funds, lack of knowledge and skills, and lack of market guidance. Opportunities in the industry are mainly embodied in government policy support, increased potential demand and strong linkages. However, there are external threats such as imperfect laws, intensified external competition and small investment in scientific research. As for the strategic choice of developing recreational fishery, this paper combines the SWOT analysis method with the analytic hierarchy process (AHP) and establishes the strategic hierarchy of developing recreational fishery in Zhejiang Province with the development strategy of Zhejiang Province as the target layer, the advantages, disadvantages, opportunities and threats as the criterion layer. Advantages, Disadvantages, Opportunities and Threats of the various factors on the development of recreational fisheries in Zhejiang Province from large to small: potential demand increases, market guidance is inadequate, investment in scientific research is small, knowledge and skills shortage, fishery foundation is good, government policy support, imperfect laws, lack of investment funds, strong economic strength, relevance. The results show that the development of recreational fishery in Zhejiang Province should adopt a combination of reversal strategy and defensive strategy. Separately exploit the market potential of leisure fishery, and increase the scientific research level of leisure fishery. At the same time, make good use of the preferential policies of the government to better promote the healthy and sustainable development of leisure fishery.
