黑龙江省农民专业合作社普通成员的利益实现及其保障机制研究

【摘要】：农民专业合作社作为新型农业经营主体,在黑龙江省现代化大农业建设的过程中,在提高粮食产量、促进农民增收等方面发挥了很大作用。黑龙江省也非常重视农民专业合作社的发展,立足于《中华人民共和国农民专业合作社法》相关规定,并结合黑龙江省的实际发展情况,于2010年开始实施《黑龙江省农民专业合作社条例》,并且为农民合作社的发展提供优惠政策和各项支持。截至2014年,黑龙江省农民专业合作社达到4万多家,农民专业合作社的发展仍然处于初级阶段,数量多,发展速度快,在发展的过程中存在很多问题,尤其是普通成员利益实现问题。农民专业合作社普通成员利益实现问题是亟待解决的问题,在合作经济研究领域,以普通成员为对象的研究较少。对黑龙江省农民专业合作社普通成员利益实现问题进行研究,是对合作经济研究的补充和丰富,有助于提高对合作经济组织的研究方法和水平,同时,能够在实践中为政府部门和相关机构提出合理化建议,使合作社的发展更加规范,保障普通成员的利益得以真正的实现。本研究以产权理论、委托代理理论和收入分配理论为研究基础,运用文献研究法、调查研究法、规范分析与实证分析相结合的方法进行深入研究,以黑龙江省30家农民专业合作社及186名普通成员为研究对象。通过对黑龙江省农民专业合作社普通成员利益实现现状的调查,发现普通成员利益实现存在若干问题,诸如普通成员的利益实现没有得到充分的重视,普通成员利益被核心成员侵占,普通成员应得利益未能完全实现,缺乏保障普通成员利益实现的保障机制等。在对普通成员利益实现存在问题的分析基础上,运用理论分析的方法解析影响普通成员利益实现的因素,并运用二元Logistic方法对影响因素进行实证分析,结果表明,普通成员对合作社的认知以及核心成员内部控制是影响普通成员利益实现的主要因素。最后,为保障普通成员利益得以实现,构建了“契约+服务+交易+股权”四位一体的利益联结机制、“二次返利+股份分红+公积金账户”三次分配的利益分配机制、“普通成员部分委托+核心成员有限代理”的双向利益协调机制、“普通成员+主管部门”双重利益监管机制,并从增强普通成员认知、健全合作社产权结构、规范合作社利益分配制度和加强监管等方面,提出了促进普通成员利益实现的对策建议。
[Abstract]:As the main body of new agricultural management, farmers' specialized cooperatives have played a great role in raising grain output and increasing farmers' income in the course of modernization and large-scale agricultural construction in Heilongjiang Province. Heilongjiang Province also attaches great importance to the development of farmers' specialized cooperatives, based on the relevant provisions of the Law of the people's Republic of China on Farmers' Professional Cooperatives, and in light of the actual development situation in Heilongjiang Province. In 2010, the regulations on Farmers' Professional Cooperatives of Heilongjiang Province were put into effect, and preferential policies and support for the development of Farmers' Cooperatives were provided. As of 2014, there were more than 40,000 farmers' professional cooperatives in Heilongjiang Province. The development of farmers' specialized cooperatives is still in the primary stage, with a large number and rapid development. There are many problems in the process of development. In particular, ordinary members of the interests of the realization of the problem. The realization of ordinary members' interests in farmers' specialized cooperatives is an urgent problem to be solved. In the field of cooperative economy, the research on ordinary members is less. The study on the realization of the interests of ordinary members of farmers' specialized cooperatives in Heilongjiang Province is a supplement and enrichment to the study of cooperative economy, which is helpful to improve the research methods and levels of cooperative economic organizations, and at the same time, It can put forward rational suggestions for government departments and related institutions in practice, make the development of cooperatives more standardized, and ensure the interests of ordinary members can be realized. On the basis of property right theory, principal-agent theory and income distribution theory, this study is based on the methods of literature research, investigation, normative analysis and empirical analysis. Thirty farmers' cooperatives and 186 ordinary members in Heilongjiang Province were taken as the research objects. Through the investigation of the current situation of realizing the interests of ordinary members of farmers' professional cooperatives in Heilongjiang Province, it is found that there are some problems in realizing the interests of ordinary members, such as the realization of ordinary members' interests is not given sufficient attention. The interests of ordinary members are encroached upon by the core members, the interests of ordinary members are not fully realized, and there is no guarantee mechanism to guarantee the realization of the interests of ordinary members. Based on the analysis of the problems existing in the realization of the common members' interests, this paper analyzes the factors that affect the realization of the common members' interests by using the method of theoretical analysis, and makes an empirical analysis of the influencing factors by using the dual Logistic method. The results show that, The common members' cognition to the cooperative and the internal control of the core members are the main factors that influence the realization of the common members' interests. Finally, in order to protect the interests of ordinary members, the paper constructs a four-in-one interest coupling mechanism of "contractual service trading equity" and a benefit distribution mechanism of "secondary reinterest share dividend provident fund account". The bi-directional benefit coordination mechanism of "the ordinary member entrusts the core member limited agent", the "ordinary member department in charge" double benefit supervision mechanism, and from strengthens the ordinary member cognition, consummates the cooperative property right structure, In the aspects of standardizing the distribution system of cooperative benefits and strengthening supervision, the author puts forward some countermeasures and suggestions to promote the realization of the interests of ordinary members.
