新形势下土地流转促进“第二次飞跃”的有效路径研究

【摘要】：近年来,我国一直在推动土地流转市场化,现有的土地流转在理论和实践层面都存在严重的私有化风险。在经济发展新常态的大背景下,为了进一步巩固和壮大集体经济和合作经济的基础,亟须重温邓小平关于社会主义农村和农业改革发展的"第二次飞跃论"的战略思想和方针,积极防范和纠正土地改革中私有化的巨大风险,保障土地流转沿着社会主义农村集体化、集约化道路发展。基于近40年的农业发展成就以及对于"十三五"时期的展望,综合我国农业生产力质的飞跃、农业供给侧结构性改革、社会主义新农村建设、共享发展理念等时代新特征,可以得出邓小平提出的条件已经总体具备,新形势下必须促进而决不可无视"第二次飞跃"的战略方针。在此基础上,通过"第二次飞跃"的科学理论指导,结合习近平总书记的"分"与"统"思想、"四条底线"思想、"贫困村集体经济较弱"思想等重要讲话精神,提出土地流转促进"第二次飞跃"的有效路径。
[Abstract]:In recent years, China has been promoting the marketization of land circulation, and the existing land circulation has serious risks of privatization in both theory and practice. Under the background of the new normal of economic development, in order to further consolidate and strengthen the foundation of collective economy and cooperative economy, it is urgent to review Deng Xiaoping's strategic thinking and policy of "the second Leap Theory" on the reform and development of socialist countryside and agriculture. To prevent and correct the huge risk of privatization in land reform and to ensure the land circulation develop along the road of collectivization and intensification of socialist countryside. Based on the achievements of agricultural development in the past 40 years and the prospect of the 13th Five-Year Plan period, this paper synthesizes the new features of the times such as the qualitative leap of agricultural productivity in China, the structural reform of the supply side of agriculture, the construction of new socialist countryside, and the concept of shared development. It can be concluded that the conditions put forward by Deng Xiaoping are already in place, and the strategic principle of "second leap" must be promoted and must not be ignored under the new situation. On this basis, through the guidance of the scientific theory of the "second leap forward," combining with General Secretary Xi Jinping's thought of "dividing" and "unifying", the thought of "four bottom lines", the thought of "poor village collective economy is weaker", and other important speech spirit, Put forward the effective path of land circulation to promote "the second leap".
