基于两次全国性土地调查的德宏州土地利用效益变化研究

【摘要】:随着国家西部开发战略深入实施,西南通道建设加快,大力推动了西南经济的发展,德宏经济发展也面临着重大挑战。经济开发活动的不断扩张,德宏州土地利用受自然、社会和经济等各方面因素的影响不断出现新的问题,土地利用的社会、经济和社会产出效益都在不断变化。为了适应经济发展新形势,首先要对德宏州土地利用效益有深入而具体的了解,因此对其进行土地利用效益评价显得十分重要。本文结合两次全国性土地调查的数据结果,在分析德宏州土地利用结构变化的基础上,对德宏州进行土地利用效益评价和变化分析,研究成果可以为科学编制德宏州及其各县市土地利用总体规划,提高全州土地利用综合效益,推进德宏州及西南边疆地区土地的可持续利用提供基础依据。本文以德宏州为研究对象,以德宏州两次全国土地调查的1996年和2013年的数据为基础,在分析德宏土地利用现状结构的基础上,分别以德宏州及所辖5个县(市)作为评价单元,选取14个评价指标,建立了德宏州土地利用综合效益评价指标体系。在此过程中运用德尔菲法和层次分析法(运用MATLAB软件)进行赋权,采用综合指数效益模型进行综合评价,对1996年和2013年德宏州及所辖5个县(市)土地利用的生态、经济、社会和综合效益进行了评价分析。研究结果表明:1、通过德宏2013年和1996年的土地利用结构对比,在这17年间德宏州耕地面积呈减少态势,耕地保护形势严峻;德宏正处于城镇化、工业化加速发展阶段,其建设用地面积增加快速,其中城镇村及工矿用地和交通运输用地均呈大幅度增长。总体而言,农用地被占用较为严重,土地利用结构有待优化。2、从州级土地利用效益评价结果来看,德宏州17年间土地利用综合效益指数值增加了0.2809,增幅显著。其中,经济效益指数值增加了0.1816,增幅明显;生态效益增幅平缓,其指数值仅增加了0.0112;社会效益增幅居中,其指数值增加了0.0881。3、从县级尺度的土地利用效益评价结果看,德宏州所辖5个县(市)的土地利用综合效益均有所提升,但17年间各县(市)经济、社会、生态效益的变化趋势差异较大。综合效益指数值增幅最大的是梁河县,其综合效益指数值增加了0.1347;综合效益指数值增幅最小的是陇川县,其综合效益指数值仅增加了0.0198。其中,经济效益指数值增幅最大的是芒市,其经济效益指数值增加了0.0482;盈江县、梁河县增幅位居其次。生态效益指数值增幅最大的是梁河县,其生态效益指数值增加了0.0194;生态效益指数值下降最为明显的是陇川县,其生态效益指数值下降了0.0454。社会效益指数值增幅最大的是盈江县,其社会效益指数值增加了0.0890;社会效益指数值增幅最小的是陇川县,其社会效益指数值仅增加了0.0292。4、目前,德宏土地利用中存在的主要问题是:建设用地占用坝区耕地严重,坝区优质耕地亟需保护;耕地后备资源有限;土地利用粗放,尤其城乡建设用地集约化程度整体偏低;未来建设用地供求矛盾日益增大。5、针对上述主要问题,本文提出的相应对策是:严格保护耕地,尤其是守卫坝区优质耕地和永久基本农田;走山坝结合的城镇化道路,积极推进城镇和工业建设用地上山战略的实施;调整和优化现有土地利用结构,努力提高土地利用集约程度;保护自然生态资源,重视生态环境保护,建设生态德宏;因地制宜,统筹兼顾,大力推进各县(市)土地利用协调发展;完善土地利用管理手段,提高土地利用管理水平,促进土地可持续利用。
[Abstract]:With the deepening implementation of the national western development strategy and the acceleration of the construction of the southwest corridor, the development of the southwest economy has been greatly promoted, and the economic development of Dehong is also facing major challenges. In order to adapt to the new situation of economic development, it is necessary to have a thorough and concrete understanding of land use efficiency in Dehong Prefecture, so it is very important to evaluate land use efficiency. On the basis of structural change, land use benefit evaluation and change analysis are carried out in Dehong Prefecture. The research results can provide the basis for scientific compilation of overall land use planning of Dehong Prefecture and its counties and cities, improvement of comprehensive land use efficiency and promotion of sustainable land use in Dehong Prefecture and southwestern border areas. Based on the data of two national land surveys in Dehong Prefecture in 1996 and 2013, and on the basis of analyzing the present structure of land use in Dehong prefecture, the evaluation index system of comprehensive land use benefit in Dehong Prefecture was established by taking Dehong Prefecture and five counties (cities) under its jurisdiction as evaluation units and selecting 14 evaluation indexes. In this paper, Delphi method and analytic hierarchy process (MATLAB software) are used to empower, and comprehensive index benefit model is used to evaluate the ecological, economic, social and comprehensive benefits of land use in Dehong Prefecture and its five counties (cities) in 1996 and 2013. In the 17 years, the cultivated land area in Dehong Prefecture was decreasing, and the cultivated land protection situation was grim; Dehong was in the stage of urbanization and accelerated industrialization, and its construction land area increased rapidly, among which urban village, industrial and mining land and transportation land showed a large increase. From the results of land use efficiency evaluation at the state level, the comprehensive benefit index of land use in Dehong Prefecture increased by 0.2809, with a significant increase of 0.1816. The ecological benefit increased gently, and the social benefit increased by 0.0112. The index value increased by 0.0881.3. According to the results of land use benefit evaluation at County level, the comprehensive land use benefit of the five counties (cities) under the jurisdiction of Dehong prefecture has been improved, but the trend of economic, social and ecological benefit varies greatly in the past 17 years. The value of comprehensive benefit index increased by 0.1347; Longchuan County had the smallest increase, and the value of comprehensive benefit index increased by 0.0198. Among them, Mang City had the largest increase, and its economic benefit index value increased by 0.0482; Yingjiang County and Lianghe County had the second largest increase. The index value of ecological benefit increased by 0.0194; the index value of ecological benefit decreased most obviously in Longchuan County, and its index value decreased by 0.0454. At present, the main problems in Dehong's land use are as follows: the construction land occupies the cultivated land of dam area seriously, and the high-quality cultivated land in dam area is in urgent need of protection; the reserve resources of cultivated land are limited; the land use is extensive, especially the degree of urban and rural construction land intensive is on the low side as a whole; the contradiction between supply and demand of construction land is increasing day by day. 5 The corresponding countermeasures proposed in this paper are: strictly protect cultivated land, especially the high-quality cultivated land and permanent basic farmland in the dam area; take the road of urbanization combining mountain and dam, actively promote the implementation of the strategy of urban and industrial construction land uphill; adjust and optimize the existing land use structure, and strive to improve the intensity of land use; protect the natural ecology. Resources should be paid attention to ecological environment protection and ecological Dehong should be constructed. The coordinated development of land use among counties (cities) should be vigorously promoted according to local conditions. Means of land use management should be improved to improve the level of land use management and promote sustainable land use.
