齐齐哈尔市农村信息服务平台现状与优化研究

【摘要】：农村信息服务平台以其丰富的信息内容、多样化的信息服务功能和广泛的覆盖范围,成为缩小城乡差距和信息鸿沟的重要手段,是传统农业向现代农业转变的重要工具,是提高农民素质和收入水平的重要保障,是服务“三农”的最有效途径之一。“互联网+”理念的提出为许多传统产业开辟了新的发展思路,农业与农村急需通过信息化革命改变陈旧传统的运作模式。在这样的背景下,农村信息服务平台迎来了建设高峰,并且在不断的建设与应用实践中创新发展。齐齐哈尔市根据农业与农村的发展情况已经完成了多个农村信息服务平台的建设,但在实际服务过程中出现一些问题,本文通过调查研究为齐齐哈尔市农村信息服务平台优化提出合理建议。文章首先对相关的支撑概念和理论进行界定与研究。运用访谈法和归纳方法对齐齐哈尔市农村信息服务平台现状与特点进行了调查与总结。为了了解农民对农村信息服务的需求特点,对比平台服务供应与农民信息服务需求差异,应用问卷法,分别从农民信息内容需求、农民信息获取渠道需求、农民信息服务的内部和外部影响因素几个方面进行了调查、统计与分析。通过对比分析发现齐齐哈尔市农村信息服务平台在服务信息、服务渠道和平台规划中均存在一些问题。为了弥补当前农村信息服务平台的不足,依据农民信息服务需求,本文为政府提出平台优化的原则,根据原则重新对平台进行规划,并提出平台保障措施建议。希望本文通过对齐齐哈尔市农村信息服务平台的优化建议,能够真正实现平台服务“三农”的目的,为政府进一步提升农村信息服务工作提供切实可行的办法,为其他区域农村信息服务平台的建设与优化提供借鉴。
[Abstract]:Rural information service platform, with its rich information content, diversified information service functions and wide coverage, has become an important means to narrow the gap between urban and rural areas and information gap, an important tool for the transformation of traditional agriculture to modern agriculture, an important guarantee for improving the quality and income level of farmers, and the most effective service for agriculture, countryside and farmers. The idea of "Internet +" has opened up new ideas for the development of many traditional industries. Agriculture and rural areas urgently need to change the old traditional operation mode through the information revolution. Under such a background, the rural information service platform has met the peak of construction, and has been innovating and developing in the endless construction and application practice. According to the development of agriculture and countryside, Har has completed the construction of several rural information service platforms, but there are some problems in the actual service process. This paper puts forward reasonable suggestions for the optimization of rural information service platform in Qiqihar through investigation and research. This paper investigates and summarizes the current situation and characteristics of rural information service platform in Qiqihar City by using interview and induction methods. Through the comparative analysis, we find that there are some problems in the service information, service channel and platform planning of Qiqihar rural information service platform. Farmers'information service needs, this paper puts forward the principle of platform optimization for the government, according to the principle of re-planning the platform, and puts forward suggestions for platform security measures. The feasible methods of village information service can provide reference for the construction and optimization of other rural information service platforms.
