滇桂黔石漠化片区精准扶贫进程中脱贫能力建设研究

【摘要】：当前扶贫工作进入了啃"硬骨头"阶段,滇桂黔石漠化片区脱贫能力建设成为决胜最后"一公里"的关键。政府宏观调控能力是贫困户精准脱贫的主要外因,贫困户自身能力建设是脱贫的内因,政府为脱贫创造环境与条件,而贫困户自身脱贫能力建设才是精准扶贫战略目标实现的根本保证。
[Abstract]:At present, poverty alleviation work has entered the stage of gnawing "hard bones", and the construction of poverty alleviation capacity in Yunnan, Guangxi and Guizhou rocky desertification regions has become the key to the final "one kilometer" of the final victory. The government's macro-control ability is the main external cause for the accurate poverty eradication of poor households. The building of the poor households' own capacity is the internal cause of poverty eradication. The government creates the environment and conditions for poverty eradication. The poverty-alleviation ability construction is the fundamental guarantee to achieve the strategic goal of precision poverty reduction.
