论农村土地集体所有制的优势

【摘要】：经过新民主主义革命和社会主义改造,形成了具有鲜明特色的中国农村土地集体所有制。中国农村土地集体所有制具有很强的适应性和发展性。人民公社时期"三级所有、队为基础"的体制为中国顺利实现工业化作出了贡献。改革开放时期,通过分田到户,土地所有权属于集体,农户拥有承包经营权,统分结合的双层经营体制较好地发展了农业生产力。当前快速城市化背景下,农村集体土地的承包者与经营者发生分离,并因此造成农业的效率损失。解决问题的办法是充分利用中国农村土地集体所有制的制度优势,对农地产权进行重新设计。正是农村土地集体所有制使得中国具有克服土地私有制国家在农地使用上存在的种种弊病,提高农地使用效率的制度优势。
[Abstract]:After the new-democratic revolution and socialist transformation, the formation of Chinese rural land with distinctive characteristics of collective ownership. Collective ownership of rural land in China has a strong adaptability and development. The system of "three-level ownership and team-based" in the people's commune period contributed to the smooth realization of industrialization in China. In the period of reform and opening to the outside world, the agricultural productive forces were well developed through the two-tier management system, which is divided into fields to households, the ownership of land belongs to the collective, the farmers have the right to contract and manage. At present, under the background of rapid urbanization, the contractors of rural collective land are separated from the operators, which results in the loss of agricultural efficiency. The way to solve the problem is to make full use of the system advantage of collective ownership of rural land in China and redesign the property right of agricultural land. It is precisely the collective ownership of rural land that makes China have the institutional advantage of overcoming the disadvantages of the private ownership of land in the use of agricultural land and improving the efficiency of the use of agricultural land.
