印尼农业科技传播的组织问题研究

【摘要】：科学技术是第一生产力。科技对农业的发展起着关键的作用,尤其是现代农业的发展越来越依赖于科技的进步。农业科技的传播组织作为农业科技成果转化为现实生产力的桥梁和纽带,在农业生产中扮演着重要的角色。在不同的传播体系下,同量的资源会产生异质的效果。当政府、企业以及非政府组织等在内的多元主体以合理的传播结构、协作的方式参与农业科技传播时,则农业科技传播的效果被整体优化。作为东盟地区最大的农业国,印尼的农业发展历史悠久,农业的发展一直是历届政府的要事。进入民主转型期后,印尼加快了农业现代化的发展步伐,注重农业科技的推广和应用,倡导科技助农、兴农。本文结合在印尼西爪哇省、雅加达特区和日惹特区的调研结果和其他相关数据、案例,对印尼农业科技传播体系的建设历程、现状及问题进行了分析。作者认为,农业行政部门条块分割、多头管理和分散控制,市场力量缺失,社会组织职能异化等问题严重制约了当前印尼农业科技的传播效果。因此,在中国—东盟合作框架下,作者提出了印尼应加强同中国的合作,学习中国高效的传播模式、鼓励中国涉农企业进驻印尼市场、积极开展两国民间组织的互动交流等建议,以此提高现行的农业科技传播水平。同时,中国也应从印尼的一些好的做法中如善于利用国际援助、重视大学的作用、提倡金融助农、鼓励农村合作社自我管理等获得启示,以此完善我国的农业科技传播工作。
[Abstract]:Science and technology are the primary productive forces. Science and technology play a key role in the development of agriculture, especially the development of modern agriculture depends more and more on the progress of science and technology. The communication organization of agricultural science and technology, as a bridge and link between agricultural scientific and technological achievements and real productivity, plays an important role in agricultural production. In different communication systems, the same amount of resources will produce heterogeneous effects. When the government, enterprises and non-governmental organizations participate in the spread of agricultural science and technology in the form of reasonable communication structure and cooperation, the effect of agricultural science and technology communication is optimized as a whole. As the largest agricultural country in ASEAN, Indonesia has a long history of agricultural development. After entering the period of democratic transformation, Indonesia quickened the pace of agricultural modernization, paid attention to the popularization and application of agricultural science and technology, and advocated science and technology to help agriculture and flourish agriculture. Based on the research results and other relevant data in West Java, Jakarta and Yogyakarta, this paper analyzes the course, current situation and problems of the construction of agricultural science and technology communication system in Indonesia. The author thinks that the problems of agricultural administrative departments such as division of administrative departments, multiple management and decentralized control, lack of market forces and alienation of social organization functions have seriously restricted the dissemination effect of agricultural science and technology in Indonesia. Therefore, under the framework of China-ASEAN cooperation, the author proposes that Indonesia should strengthen cooperation with China, learn from China's efficient communication model, and encourage Chinese agriculture-related enterprises to enter the Indonesian market. To improve the current level of agricultural science and technology dissemination, we should actively carry out the interactive exchange between the two countries. At the same time, China should draw inspiration from some good practices in Indonesia, such as making good use of international aid, attaching importance to the role of universities, advocating financial aid to agriculture, encouraging rural cooperatives to manage themselves, and so on, so as to perfect the agricultural science and technology communication in China.
