内蒙古农业信息资源配置效率的研究

【摘要】：随着我国信息化建设的不断深入,信息资源日益成。为社会经济发展的首要资源,其开发利用水平的高低己成为衡量我国各区域信息化水平的重要标志。新常态经济下,以效率为中心的发展已经成为重中之重。农业信息资源的高效配置作为农业信息化的核心,是我国提升农业竞争力,实现农业现代化的根本途径。本文以均衡与非均衡理论、信息化理论和公共物品理论为主线,使用数据包络分析方法测度了内蒙古12个盟市的农业信息资源配置效率问题。先用传统DEA模型得出内蒙古达到生产前沿面的地区有鄂尔多斯市、赤峰市、通辽市、包头市、呼和浩特市5地。之后又利用超效率SE-DEA模型针对传统DEA模型结论中同时达到生产前沿面的5个盟市分析出具体效率值排名。最后结合内蒙古农业信息资源配置的现状和本文的实证分析结论,有针对性地提出一些政策和建议,以期促进内蒙古农业信息资源优化配置和农业信息化水平的提高。
[Abstract]:With the development of information construction in our country, information resources are becoming more and more important. As the primary resource of social and economic development, the level of development and utilization has become an important symbol to measure the level of informatization in various regions of China. Under the new normal economy, efficiency-centered development has become the most important. As the core of agricultural information, the efficient allocation of agricultural information resources is the fundamental way to promote agricultural competitiveness and realize agricultural modernization. Based on equilibrium and disequilibrium theory, information theory and public goods theory, this paper uses data envelopment analysis method to measure the efficiency of agricultural information resource allocation in 12 Inner Mongolia cities. By using the traditional DEA model, it is concluded that there are 5 places in Inner Mongolia, such as Ordos City, Chifeng City, Tongliao City, Baotou City and Hohhot City. Then the super-efficiency SE-DEA model is used to analyze the ranking of the specific efficiency values for the five cities that reach the production frontier in the conclusion of the traditional DEA model. Finally, combined with the present situation of agricultural information resource allocation in Inner Mongolia and the empirical analysis conclusion of this paper, some policies and suggestions are put forward in order to promote the optimal allocation of agricultural information resources and the improvement of agricultural information level in Inner Mongolia.
