黑龙江省发展家庭农场问题研究

【摘要】：随着经济社会的快速发展,原有的小农经营模式及生产方式逐渐显露出一些局限性,小农经营已经不能满足当下国家及人民对粮食的需求。在现阶段随着农村人口大量的向城市转移,农民工的大量流转,城镇化的不断完善,已经耕地的有序流转,使得农村现有居民对于土地的需求越来越多,便产生了家庭农场、种植大户和专业合作社等等,有纪律、有组织的新型经营主体也由此而生。又由于土地的离散性及农户经营的分散性,现行仍将以家庭种植为单位,不断的扩大耕地规模,因此家庭农场为未来发展的方向及趋势。本文通过对大量国内外文献的回顾,了解国内外学者对家庭农场的研究动态,提炼前人的研究观点和方法,使本研究在前人研究的基础上进行。首先本文以相关概念及理论为基础,分别采用了定性分析法、实证分析法和比较分析法,以流通理论、规模经营理论和农业产业化理论为依据,为下文研究做出相应铺垫;其次通过对黑龙江省周边腹地及郊区进行实地调研,收集大量一+手资料,获得家庭农场现有的原始资料,及从六个方面来收集黑龙江省家庭农场的现状,同时分析农民发展家庭农场的意愿,从而研究影响黑龙江省农民发展家庭农场的影响因素,那么影响因素主要为土地规模过小,其次为贷款难;再次分析了黑龙江省发展家庭农场存在的问题。同时分析国外家庭农场经验及对黑龙江省发展家庭农场的启示,为黑龙江省发展家庭农场提供经验借鉴;最后根据黑龙江省发展家庭农场过程中存在或将面临的问题,最终提出对策建议分析,主要包括明确规模标准、促进土地流转、加强政府组织培训、完善农村基础设施建设、加强社会化服务和提高农民文化素质等。
[Abstract]:With the rapid development of economy and society, the original mode of operation and mode of production of smallholder farmers have gradually revealed some limitations. The management of small farmers has not been able to meet the current needs of the country and people for grain. At the present stage, with a large number of rural population moving to the city, a large number of migrant workers' circulation, the continuous improvement of urbanization, and the orderly circulation of cultivated land, the existing rural residents have more and more demand for land, thus producing family farms. Large farmers and professional cooperatives and so on, disciplined, organized new business entities also emerged from this. Because of the dispersion of land and the dispersion of farmers' management, the family farm will continue to expand the scale of cultivated land, so the family farm will be the direction and trend of future development. By reviewing a large number of literatures at home and abroad, this paper finds out the research trends of domestic and foreign scholars on family farms, and refines the previous research views and methods, which makes this study on the basis of previous studies. First of all, based on the related concepts and theories, this paper adopts qualitative analysis, empirical analysis and comparative analysis, based on circulation theory, scale management theory and agricultural industrialization theory. Secondly, by investigating the surrounding hinterlands and suburbs of Heilongjiang Province, collecting a large amount of one-hand data, obtaining the existing original data of family farms, and collecting the present situation of family farms in Heilongjiang Province from six aspects. At the same time, it analyzes the will of farmers to develop family farms, so as to study the influencing factors of farmers' development of family farms in Heilongjiang Province, so the main influencing factors are the small scale of land, followed by the difficulty of loans. Thirdly, the problems existing in the development of family farms in Heilongjiang Province are analyzed. At the same time, it analyzes the experience of family farm abroad and its enlightenment to the development of family farm in Heilongjiang Province, and provides experience and reference for the development of family farm in Heilongjiang Province, finally, according to the problems that exist or will be faced in the process of developing family farm in Heilongjiang Province, Finally, the countermeasures and suggestions are put forward, including defining the standard of scale, promoting the circulation of land, strengthening the training of government organization, perfecting the construction of rural infrastructure, strengthening the socialized service and improving the cultural quality of farmers, etc.
