江西省农业信息化建设现状及可行性对策研究

【摘要】：我国是一个农业大国,对于我国来说,农业是实现全面建设小康社会和实现现代化的重要基石,对于改善农民生活发挥了很重要的作用。信息时代的到来,为农业领域发展注入新的发展动力,农业信息化成为农业经济新增长点。农业信息化化是促使传统农业走向农业现代化的必经之路。结合国情,基于省情是研究农业信息化发展的基本立足点。提高农业生产率,促进农业产业化发展,增长农民经济收入,提高农民生活幸福指数是发展农业信息化的最终落脚点。江西省作为农业大国下的传统农业大省,如何促使本省农业朝现代化方向发展是我省各部门工作重点。然而当前仍然面临众多阻碍我省农业的进步与发展的难题,如农业信息化服务业的难以满足多重需求、农业信息化缺乏对广大农民的必要指导、政府在农业信息化建设上主导作用发挥不够、农业行业特殊性影响、农业信息标准化水平不高,信息采集体系不健全、农民的实际收入和整体素质水平低等。因此信息技术的开发显得越来越重要,农业信息化发展之路更加任重而道远。基于此笔者结合江西农业信息化发展实际情况,分析我省农业信息化发展内外部环境,立足国内化农业信息化建设经验,并以我省井冈山国家农业科技园建设作为案例,对如何推进我省农业信息化问题谈一些看法。结合我省农业信息化发展进程,基础设施建设情况,采用swot分析我省当前农业信息化推进所具备的优势和劣势条件,试析其发展面临的机遇以及挑战。结合国内外发展启示,以井冈山科技园的建设经验作为成功案例,从而笔者得出促进我省农业信息化发展的新视角。从建立新型农业信息观,围绕信息需求搞好农业信息化规划、鼓励、推动、加快信息基础设施建设,加强信息采集处理系统建设、加强农业信息标准化建设,完善信息服务平台建设和注重加强信息监督体系,搞好信息培训和信息队伍建设,增加国家支撑力度,维护良性的运行管理方案等方面为我省农业信息化提出相关对策。
[Abstract]:Our country is a big agricultural country, for our country, agriculture is the important foundation stone of building a well-off society and realizing modernization in an all-round way, and has played a very important role in improving the life of peasants. The arrival of the information age injects new development power into the field of agriculture, and agricultural informatization becomes a new growth point of agricultural economy. Agricultural informatization is the only way to promote traditional agriculture to agricultural modernization. Combined with national conditions, based on provincial conditions is the basic foothold for the development of agricultural informatization. To improve agricultural productivity, promote the development of agricultural industrialization, increase farmers' economic income, and improve farmers' life happiness index are the final foothold of developing agricultural informatization. As a traditional agricultural province in Jiangxi Province, how to promote the development of agriculture towards modernization is the key work of all departments in Jiangxi Province. However, at present, there are still many difficulties that hinder the progress and development of agriculture in our province, such as the difficulty of meeting the needs of agricultural information service industry, and the lack of necessary guidance for the majority of farmers. The government's leading role in the construction of agricultural information is not enough, the agricultural industry is affected by the particularity, the level of agricultural information standardization is not high, the information collection system is not perfect, and the farmers' actual income and overall quality level are low. Therefore, the development of information technology is becoming more and more important. Based on the actual situation of agricultural informatization development in Jiangxi Province, the author analyzes the internal and external environment of agricultural informatization development in Jiangxi Province, and takes the construction of Jinggangshan National Agricultural Science and Technology Park as a case, based on the experience of domestic agricultural informatization construction. How to promote the agricultural informatization in our province to talk about some views. Combined with the development process of agricultural informatization and the situation of infrastructure construction in our province, this paper analyzes the advantages and disadvantages of agricultural informatization in our province by using swot, and analyzes the opportunities and challenges it faces in its development. Combined with the enlightenment of the development at home and abroad, this paper takes the construction experience of Jinggangshan Science and Technology Park as a successful case, and draws a new angle of view to promote the development of agricultural informatization in our province. In order to establish a new view of agricultural information, improve the planning of agricultural information around information demand, encourage, promote and speed up the construction of information infrastructure, strengthen the construction of information collection and processing system, and strengthen the construction of agricultural information standardization, Improving the construction of information service platform and paying attention to strengthening the information supervision system, doing well the information training and information team building, increasing the strength of the state support, maintaining the benign operation and management plan, and so on, put forward the related countermeasures for our province's agricultural informatization.
