我国奶牛规模化养殖政策经济效果评估及对策研究

【摘要】：从2007年开始，我国政府出台了很多政策促进奶牛的规模化养殖，这些政策主要有：《国务院关于促进奶业持续健康发展的意见》及《奶业整顿和振兴规划纲要》等。在市场和政策的推动下，各地加快发展规模化养殖，出现了不同的奶牛养殖规模，而相关政策对于规模养殖的实施效果怎样，是否合理，这是一个需要深入研究与探讨的话题。 因此，本文以三大奶业主产区（内蒙古、黑龙江、河北）为代表，基于我国奶业规模化养殖政策，运用政策评估相关模型，分别从生产的效率以及经济效益两方面分析养殖奶牛的四种养殖模式，并对它们进行综合经济评估，力求探讨我国奶牛规模化养殖政策的经济效果，，期望为政府制定相关政策提供一定程度的参考，促进政策的合理性。 通过分析发现奶牛规模养殖政策对奶牛养殖有着积极作用，但目前奶牛规模养殖存在收益不高、纯技术效率低、平均出售价格不稳定等问题，因此提出应完善国家相关政策、建立价格机制、加大科技投入，实现饲养管理规范化等相关政策建议，期望能够促进我国奶牛养殖更好的发展。
[Abstract]:Since 2007, our government has issued a lot of policies to promote the large-scale breeding of dairy cows. These policies mainly include the State Council's opinions on promoting the sustained and healthy development of the dairy industry and the outline of the Program for the rectification and Revitalization of the Dairy Industry. Under the promotion of market and policy, various regions speed up the development of large-scale farming, there are different dairy cattle breeding scale, and the effect of relevant policies on the implementation of scale farming is reasonable or not, which is a topic that needs further study and discussion. Therefore, this paper takes the three major dairy production areas (Inner Mongolia, Heilongjiang, Hebei) as the representative, based on the large-scale farming policy of China's dairy industry, using the relevant models of policy evaluation, The four breeding models of dairy cattle were analyzed from the aspects of production efficiency and economic benefit respectively, and the comprehensive economic evaluation was carried out to explore the economic effect of the large-scale breeding policy of dairy cattle in China. It is expected to provide a certain degree of reference for the government to formulate relevant policies and promote the rationality of the policy. Through the analysis, it is found that the policy of dairy cattle scale breeding has a positive effect on dairy cattle breeding, but at present, there are some problems such as low income, low pure technical efficiency, unstable average selling price and so on. Therefore, the relevant national policies should be improved. It is hoped that the establishment of price mechanism, the increase of investment in science and technology, and the realization of standardization of raising and management will promote the better development of dairy cattle breeding in China.
