吉林省农业科技金融发展问题研究

【摘要】：吉林省农村经济在近几年的发展中取得了优异的成就。主要表现为农村繁荣发展、农业科技投入力度的不断加大、粮食产量不断增长、农民收入不断增加等。农业科技在现代化的推动下,势必要求农业金融的大力支持,这需要与其相适应的农业金融体系作为支撑,大力推进农业金融体制改革和创新,总结出适应吉林省农业科技金融发展的有效建议。本文从农业科技金融的构成要素分析入手,对农业科技创新、农业科技金融及农业科技金融的参与主体展开讨论。通过对国内外农业科技金融发展现状及模式的学习研究,以美国、德国、日本的农业科技金融发展状况为例,参照国内江苏、海南的农业科技金融发展模式,进而找到吉林省农业科技金融发展中的不足和问题。吉林省农业科技金融目前存在着农业科技金融发展战略的制定对农业科技的特殊性关注度低;农业科技金融的供求不匹配;农业科技金融产品设计不能充分发挥其优势;农业科技企业进入资本市场存在障碍。根据吉林省农业科技金融发展存在的问题,提出了针对吉林省农业科技金融发展的有效建议,主要围绕农业科技与信贷产品、农业科技与金融资本市场、农业科技与基金设计几个方面,为吉林省农业科技金融的发展提出了一系列建议。通过这些建议来提高吉林省作为农业大省的农业科技能力,让科技缔造生产力,让生产力转化成内生动力。农业科技金融的完善和改革必然推动农业科技推广、农业协调发展、农民创富增收、农村欣欣向荣。基于吉林省农业科技发展需求,针对不同主体的保障和融资需求构建有针对性、合理性、适应性强的吉林省农业科技金融体系是吉林省农业金融全面发展的必然选择。本文的主要内容包括:(1)介绍了本文的研究背景、研究意义以及国内外研究现状。(2)对农业科技金融的基本要素做出了分析。(3)对发达国家以及国内发展较好的金融支持农业科技发展的模式展开探讨研究,借鉴国内外农业金融发展经验。(4)对吉林省农业发展情况、吉林省农业金融发展现状进行分析和研究,找出现在吉林省在金融支持农业科技发展中存在的问题和不足,对其进行分析和研究。(5)针对吉林省农业科技金融发展的不同途径,从信贷产品、农业科技企业上市、农业基金的设计几个方面,找出适合吉林省金融支持农业科技发展的模式,使农业科技与金融的结合更加稳定和有效,从而推动吉林省农业的飞速发展。
[Abstract]:Jilin Province rural economy in recent years of development has made excellent achievements. The main manifestations are the prosperity and development of the countryside, the increasing investment of agricultural science and technology, the continuous increase of grain output and the increase of farmers' income, etc. Under the impetus of modernization, agricultural science and technology is bound to require strong support from agricultural finance, which needs the appropriate agricultural financial system as the support to vigorously promote the reform and innovation of the agricultural financial system. Summed up the effective suggestions for the development of agricultural science and technology finance in Jilin Province. Starting with the analysis of the elements of agricultural science and technology finance, this paper discusses the innovation of agricultural science and technology, agricultural science and technology finance and the main body of agricultural science and technology finance. By studying the present situation and mode of agricultural science and technology finance development at home and abroad, taking the agricultural science and technology finance development situation of the United States, Germany and Japan as an example, referring to the domestic Jiangsu and Hainan agricultural science and technology finance development model, And then find Jilin Province agricultural science and technology financial development in the deficiencies and problems. At present, Jilin Province has low attention to the particularity of agricultural science and technology, the mismatch between supply and demand of agricultural science, technology and finance, the design of agricultural science, technology and finance products. There are obstacles to the entry of agricultural science and technology enterprises into the capital market. According to the problems existing in the development of agricultural science, technology and finance in Jilin Province, the effective suggestions for the development of agricultural science and technology and finance in Jilin Province are put forward, mainly focusing on agricultural science and technology and credit products, agricultural science and technology and financial capital market. This paper puts forward a series of suggestions for the development of agricultural science and technology finance in Jilin province in several aspects of agricultural science and technology and fund design. Through these suggestions to improve Jilin Province as a major agricultural province of agricultural science and technology capacity, let science and technology to create productivity, let productivity into endogenous power. The perfection and reform of agricultural science and technology and finance must promote agricultural science and technology extension, coordinate development of agriculture, create wealth and increase income of farmers, and flourish in rural areas. Based on the development needs of agricultural science and technology in Jilin Province, it is an inevitable choice for the overall development of agricultural finance in Jilin Province to construct a financial system of agricultural science and technology in Jilin Province, which is targeted, reasonable and adaptable to the security and financing needs of different subjects. The main contents of this paper are as follows: (1) the background of this paper is introduced. The significance of the research and the current research situation at home and abroad. (2) the basic elements of agricultural science and technology finance are analyzed. (3) the mode of financial support for agricultural science and technology development in developed countries and in China is discussed. (4) to analyze and study the situation of agricultural development in Jilin Province and the present situation of agricultural finance development in Jilin Province, to find out the problems and deficiencies in the development of agricultural science and technology supported by finance in Jilin Province. (5) aiming at the different ways of agricultural science and technology finance development in Jilin Province, from the credit products, the listing of agricultural science and technology enterprises, and the design of agricultural fund, we find out the suitable model for Jilin Province finance to support the development of agricultural science and technology. The combination of agricultural science and finance is more stable and effective, thus promoting the rapid development of agriculture in Jilin Province.
