京津冀玉米生产技术效率比较分析

【摘要】:玉米是我国三大粮食作物之一,以河北为主的京津冀区域也是我国玉米重要生产区域,虽然北京和天津玉米生产规模不大,但其玉米生产模式、技术水平有许多值得河北借鉴之处。本文的核心是对京津冀玉米生产技术效率进行比较,对发挥京津冀三地玉米生产之间优势互补提出相关建议,提升区域玉米产业竞争力。本研究前期通过阅读大量相关文献对玉米产业进行初步了解,之后通过问卷调查、电话、走访等多种形式了解北京、天津、河北玉米生产状况。通过对大量问卷调查进行整理,在此基础上对玉米生产技术效率投入、产出变量进行选取,同时用DEA(数据包络分析法)对京津冀玉米生产状况进行技术效率测算。结果表明:北京玉米生产技术效率最高,玉米生产要素投入最合理,天津、河北存在较高的机械费、肥料费、人工费的投入冗余。针对京津冀玉米生产所存在的问题,结合国家相关政策,就提升京津冀区域玉米产业技术效率和发展动力,提出以下参考建议。1.提高农业劳动者综合素质,增强农业生产技术。2.加强科技支持力度,提升京津冀玉米生产技术效率。3.科学规划玉米生产产投配比,降低生产成本。4.机械外出作业,实现资源充分利用。5.玉米生产及生产技术向优势产区转移。6.调整种植结构,促进农村劳动力向第二、第三产业转移,带动产业提升。
[Abstract]:Corn is one of the three major food crops in China, and the Beijing-Tianjin-Hebei region, which is dominated by Hebei, is also an important corn production area in China. Although the scale of corn production in Beijing and Tianjin is not large, its maize production pattern, The level of technology has much to learn from Hebei. The core of this paper is to compare the technical efficiency of Beijing-Tianjin-Hebei maize production, to give full play to the complementary advantages of the three areas of maize production, to enhance the competitiveness of the regional maize industry. In the early stage of the study, we read a large number of related documents to understand the corn industry, and then through questionnaires, telephone, visits and other forms to understand the status of maize production in Beijing, Tianjin and Hebei. Based on a large number of questionnaires, the input and output variables of maize production technology were selected, and the technical efficiency of Beijing-Tianjin-Hebei maize production was measured by DEA (data Envelopment Analysis). The results showed that Beijing had the highest technical efficiency of maize production, and the input of maize production elements was the most reasonable. Tianjin and Hebei had higher input redundancy of machinery, fertilizer and labor costs. In view of the problems existing in the production of Beijing-Tianjin-Hebei maize, combined with the relevant national policies, this paper puts forward the following reference suggestions for improving the technical efficiency and development power of the maize industry in the Beijing-Tianjin-Hebei region. Improve the comprehensive quality of agricultural workers, enhance agricultural production technology. 2. Strengthen the support of science and technology to improve the technical efficiency of Beijing, Tianjin and Hebei maize production. 3. Scientific planning of maize production and investment ratio, reduce production costs. 4. The machine goes out to work, realizes the resources to make full use of. 5. Maize production and production technology to the dominant production areas transfer. 6. Adjust the planting structure, promote the transfer of rural labor to the second and third industries, and promote industrial upgrading.
