社会责任认知视角下企业参与农村公共品供给研究

【摘要】:税费改革以来,在政府长期的自上而下的制度安排下,我国农村公共品供给出现了一系列问题,各级政府责任划分不明确,基层地方政府财力有限,加上农民自带的“善分不善合”问题以及公共品本身的特性,导致我国农村公共品供给严重不足。在这种情况下,政府号召并且鼓励多方主体参与到农村公共品的供给中来,我国农村公共品供给事实上形成了包括市场供给、集体供给等在内的多元供给模式。在这期间,越来越多的企业通过履行社会责任成为农村公共品的主要提供群体之一。因此,如何能够鼓励更多的企业积极履行社会责任,参与到农村公共品供给当中来成为社会关注的问题。本文以企业参与农村公共品供给为研究对象,以企业社会责任认知为视角,在Carroll的金字塔模型以及Wartick和Cochran的社会责任表现模型基础上,以一个动态发展的观点构建了社会责任认知视角下企业参与农村公共品供给的研究框架,将企业社会责任的发展分为导入、萌芽、发展和成熟四个阶段,并且具体分析了在企业不同的社会责任发展阶段下,企业社会责任认知与其参与农村公共品供给的方式这二者之间的关系。由华润集团、施耐德电气有限公司和F非矿开发有限公司三个案例着手,探讨了企业的供给方式,并进一步从提升企业社会责任认知水平和农村公共品供给参与程度这两方面提出了相关引导策略。企业社会责任的具体内容并不是静止不变的,在不同的时期内是动态变化的,会随着企业的发展而变化,逐步成熟,企业的责任认知也会从较低的水平逐渐提高。企业发展的越好,企业社会责任的认知水平就越高,在参与农村公共品供给时投入的各类人力和物力资源也就越多,处于不同社会责任发展阶段的企业在参与农村公共品供给时采用的方式就会出现差异。提高企业对社会责任的认知水平,可以提升企业参与的可能性和积极性,从而进一步改善当前农村公共品供给供给不足以及效率低下等问题。
[Abstract]:Since the tax and fee reform, under the long-term top-down institutional arrangement of the government, there have been a series of problems in the supply of rural public goods in our country. The responsibilities of the governments at all levels are not clear, and the financial resources of the local governments at the grass-roots level are limited. In addition, farmers' own problems of "good division and bad cooperation" and the characteristics of public goods lead to a serious shortage of rural public goods supply in our country. In this case, the government calls on and encourages various subjects to participate in the supply of rural public goods. In fact, the supply of rural public goods in China has formed a multi-supply model, including market supply, collective supply and so on. During this period, more and more enterprises become one of the main providers of rural public goods by fulfilling their social responsibility. Therefore, how to encourage more enterprises to actively fulfill their social responsibilities and participate in the supply of rural public goods has become a social concern. Based on the pyramid model of Carroll and the performance model of social responsibility of Wartick and Cochran, this paper takes the enterprise participation in rural public goods supply as the research object, and takes the corporate social responsibility cognition as the visual angle, based on the pyramid model of Carroll and the expression model of social responsibility of Wartick and Cochran. From a dynamic development perspective, this paper constructs the research framework of enterprise participation in rural public goods supply from the perspective of social responsibility cognition, and divides the development of corporate social responsibility into four stages: introduction, germination, development and maturity. It also analyzes the relationship between corporate social responsibility cognition and the way they participate in the supply of rural public goods under different stages of corporate social responsibility development. Starting from the three cases of China Resources Group, Schneider Electric Co., Ltd. And F Non-mining Development Co., Ltd., this paper discusses the supply mode of enterprises. Furthermore, this paper puts forward the relevant guiding strategies from the aspects of improving the level of corporate social responsibility and the level of rural public goods supply participation. The specific content of corporate social responsibility is not static and invariable, it is dynamic change in different period, will change with the development of enterprise, gradually mature, corporate responsibility cognition will gradually improve from the lower level. The better the enterprise develops, the higher the cognitive level of corporate social responsibility is, and the more human and material resources are invested in the supply of rural public goods. Enterprises in different stages of social responsibility in participating in the supply of rural public goods will be different ways. Raising the level of enterprises' cognition of social responsibility can enhance the possibility and enthusiasm of enterprises' participation, thus further improve the problems of insufficient supply of public goods and low efficiency in rural areas at present.
