农民土地转出中的道义理性选择及现实困境——以核心产粮区典型村庄为例

【摘要】：本文通过对核心产粮区豫东地区典型村庄的调查,分析了农民土地转出中的道义理性选择及现实困境。研究发现,土地保障功能的稳健、雇佣小农的发展和国家"重农政策"的推进三因素推动了当地农民土地转出中道义理性选择的形成,即根据对转出后土地可随时收回程度的大小,而非经济理性原则选择流转方式。这种情况下,代耕成为农民最合理的转出选择,入股、合作成为次要选择,租赁、转让则是农民最抵触的选择。但是在官方主导下,土地流转的政府偏好取代了农民的道义理性选择准则,农民土地转出中面临与意愿相悖的选择困境,并导致一系列经济社会问题。对此,政府在土地流转中应明确自身角色,减少或避免行政干预,赋予自发性流转以主体性地位和规制新土地精英的行为。
[Abstract]:Based on the investigation of typical villages in the core grain producing area of eastern Henan, this paper analyzes the moral rational choice and realistic dilemma of peasants' land transfer. It is found that the steady function of land security, the development of employment smallholder farmers and the promotion of the national policy of "emphasizing agriculture" promote the formation of moral rational choice in the process of land transfer of local farmers. That is, according to the degree of land can be recovered at any time after the transfer, rather than the principle of economic rationality to choose the way of circulation. In this case, contract farming is the most reasonable choice for farmers to transfer out, share, cooperation is the second choice, lease, transfer is the most resistant choice of farmers. However, under the guidance of the government, the government preference of land circulation has replaced the moral and rational choice criterion of farmers, and the peasants face the dilemma of choice contrary to their will in the process of land transfer, which leads to a series of economic and social problems. Therefore, the government should define its own role in land circulation, reduce or avoid administrative intervention, endow spontaneous circulation with subjective status and regulate the behavior of new land elite.
