供给侧结构改革视阈下农户宅基地有偿退出的实现路径——以“百村调查”为样本

【摘要】：农户宅基地有偿退出是土地供给侧结构改革的具体实践。农户宅基地有偿退出面临着政策和法律的限制、动力机制缺乏、保障机制不足等障碍。本文以河南省"百村调查"为实证,提出鼓励和引导农户宅基地有偿退出的实现路径:实施政府权力清单制度;保障农户居住权;建立补偿机制;解除农户后顾之忧;增加农户非农收入等。
[Abstract]:It is the concrete practice of land supply-side structure reform to withdraw from homestead paid by peasant households. Farmers' paid withdrawal from homestead is faced with the restriction of policy and law, the lack of motive mechanism, the insufficiency of guarantee mechanism, and so on. Based on the investigation of 100 villages in Henan Province, this paper puts forward the ways to encourage and guide farmers to withdraw from their homestead with compensation: implementing the system of government power list, protecting the right of residence of farmers, establishing compensation mechanism, lifting the worries of farmers; Increase peasant household non-agricultural income and so on.
