基于面板数据模型的林业人力资本对地区林业经济增长的影响研究

【摘要】:林业经济的可持续发展,对于促进我国民生改善、推进生态文明建设、主动适应新常态有重要的意义。面对当前林业发展非均衡的格局以及资源环境限制的双重压力,林业经济的持续增长不可能仅依靠传统的要素投入来实现。本研究基于面板数据模型,以林业人力资本作为切入点,探讨其对地区林业经济增长的影响作用。研究首先系统回顾了人力资本与林业经济增长的相关国内外文献,对我国的林业人力资本进行了测算,并对现状进行了描述分析。其次,运用系统聚类法,以林业人力资本特征为依据,将31个省市区划分为林业人力资本优质区、富集区和落后区。在此基础上,构建了包含林业人力资本等变量在内的生产函数,运用广义最小二乘法(FGLS),按照聚类地区划分,对2002~2013年的面板数据进行模型估计。研究得出的结论如下:第一,林业人力资本作为一种特殊的资本形态,对地区林业经济的发展有明显的推动作用,在林业人力资本优质区和落后区要注重劳动力质量的提升,而林业人力资本富集区要注重人力资本结构的优化;第二,林业劳动工资作为一种信号工具可反映人力资本价值,由其产生的激励作用对林业经济增长有较大的贡献,提升林业劳动者的工资待遇水平能在很大程度上推动地区林业经济总量的增长;第三,当前林业生产格局并不适合地区林业产业的发展,加快林业产业结构向第二三产业的升级优化,可以带动地区林业经济总量较快的增长;第四,林业新增固定资产仅对林业人力资本落后区的林业经济增长的作用显著,而林业实际资金投入对各地区的林业经济增长均有明显的影响作用;第五,增加实际造林面积,加快林业科技发展,对林业经济的持续增长有重要促进作用。研究建议如下:第一,加强林业职工和林农的继续教育,建立林业人力资本投入机制,积极优化林业劳动者人力资本结构;第二,提高林业人员的福利待遇,提升林业行业的工资水平,改善林区和基层林业人才的生活条件;第三,充分利用地方特色优势,推进林业一二三产业融合发展;第四,完善林区的基础设施,建设林业资金投入机制,拓宽林业资金来源和渠道;第五,切实提高造林绿化面积,加强森林自然资源保护和培育,加大林业科技攻关力度,促进林业适用技术的推广转化。
[Abstract]:The sustainable development of forestry economy is of great significance for promoting the improvement of people's livelihood, promoting the construction of ecological civilization and adapting to the new normal. In the face of the current unbalanced pattern of forestry development and the double pressure of resource and environment restriction, the sustainable growth of forestry economy can not be realized only by the traditional input of elements. Based on panel data model, this paper discusses the effect of forestry human capital on regional forestry economic growth. Firstly, the paper systematically reviews the domestic and foreign literature on human capital and forestry economic growth, calculates the forestry human capital in China, and describes and analyzes the present situation. Secondly, according to the characteristics of forestry human capital, 31 provinces and municipalities are divided into high quality forestry human capital areas, rich areas and backward areas. On this basis, the production function including forestry human capital and other variables is constructed, and the panel data from 2002 to 2013 are estimated by using the generalized least square method (FGLS),). The conclusions are as follows: first, forestry human capital, as a special form of capital, plays a significant role in promoting the development of regional forestry economy. In the high quality and backward areas of forestry human capital, we should pay attention to the improvement of labor force quality. Second, as a signalling tool, forestry labor wage can reflect the value of human capital, and the incentive effect produced by it has a great contribution to forestry economic growth. Raising the level of wages and benefits of forestry workers can to a large extent promote the growth of the total amount of regional forestry economy. Third, the current forestry production pattern is not suitable for the development of regional forestry industry. Speeding up the upgrading and optimization of forestry industrial structure to the second and third industries can promote the rapid growth of the regional forestry economy; fourth, the increase of forestry fixed assets only plays a significant role in the forestry economic growth in the backward areas of forestry human capital. The actual investment of forestry funds has a significant impact on the forestry economic growth in all regions. Fifthly, increasing the actual afforestation area and accelerating the development of forestry science and technology play an important role in promoting the sustained growth of forestry economy. The research suggestions are as follows: first, strengthen the continuing education of forestry workers and forestry farmers, establish forestry human capital investment mechanism, and actively optimize the human capital structure of forestry workers; second, improve the welfare and treatment of forestry workers. To raise the wage level of the forestry industry and improve the living conditions of forestry professionals in forest areas and at the grass-roots level; third, to make full use of the advantages of local characteristics to promote the integration and development of forestry industries; fourth, to improve the infrastructure of forest regions, The fifth is to improve the afforestation area, strengthen the protection and cultivation of forest natural resources, strengthen forestry science and technology to tackle key problems, and promote the promotion and transformation of applicable forestry technology.
