基于粮食安全和生态安全视角的区域粮食生产布局分区——以内蒙古自治区为例

【摘要】：文中基于粮食安全和生态安全的视角,构建评价指标体系,以内蒙古自治区为例,分别从"耕地资源条件、粮食种植情况、生态环境压力、社会经济发展压力"等方面选取指标对区域生产能力进行科学评估,并以评估结果为基础提出了基于粮食安全和生态安全的区域粮食生产布局分区。结果表明:耕地资源条件较好的主要集中在嫩江右岸区域、西辽河区域和河套-土默川平原区;粮食种植情况受耕地资源条件和市场及粮食种植意愿的共同作用的影响;生态环境压力较大区域不应盲目扩大粮食生产,需更多的考虑生态安全与粮食安全保障的可持续发展;快速的城镇化、工业化和人口集聚将对区域粮食产生较大影响。为保障区域粮食安全战略需在粮食生产能力评估的基础上对粮食生产布局进行科学合理的规划。
[Abstract]:Based on the perspective of food security and ecological security, this paper constructs an evaluation index system, taking Inner Mongolia Autonomous region as an example. On the basis of the evaluation results, the regional grain production layout zoning based on food security and ecological security is put forward. The results show that the better cultivated land resources are mainly concentrated in the right bank of Nenjiang River, the West Liaohe region and the Hetao Tumechuan Plain area, and the grain planting situation is influenced by the condition of cultivated land resources, the market and the grain planting willingness. It is necessary to consider the sustainable development of ecological security and food security, and the rapid urbanization, industrialization and population agglomeration will have a great impact on the regional grain. In order to ensure the regional food security strategy, it is necessary to plan the distribution of grain production scientifically and reasonably on the basis of the assessment of grain production capacity.
