贫困线经典定义的百年演变:特质与内核

【摘要】：贫困线是对贫困的度量,它总是植根于贫困的研究中。贫困线是一个动态的概念,不仅仅是因为贫困是动态的,度量贫困的标准也是可变的。百年以来变动着的贫困线定义塑造出贫困线的三个特质:数量性、工具性和社会性。而规范化的贫困线定义则包括四个密不可分的组件:参考子群、绝对内核、价值判断、度量尺度。贫困线的确定不仅是一个技术和政策层面的问题,更是一个没有解释透的理论和道德问题。"要素固定,表达无限"可能是规范化和科学化界定贫困线应走之路。
[Abstract]:Poverty line is a measure of poverty, it is always rooted in the study of poverty. Poverty line is a dynamic concept, not only because poverty is dynamic, the measure of poverty is variable. The changing definition of poverty line over the past hundred years has shaped three characteristics of poverty line: quantitative, instrumental and social. The standard definition of poverty line consists of four components: reference subgroup, absolute kernel, value judgment, and metric. The determination of the poverty line is not only a technical and policy issue, but also a theoretical and moral issue that is not fully explained. " Fixed elements and infinite expression may be the way to define the poverty line in a standardized and scientific way.
