上海松江农户参与家庭农场的意愿及影响因素研究

【摘要】：改革开放以来,随着我国农业现代化水平的提高,劳动力人口的大规模转移,农村劳动力出现短缺。同时,我国农产品市场的开放性和国际化趋势不断加强,发达国家规模化生产的低价农产品进一步压缩了我国农业生产的生存空间。因此,出于国家粮食战略安全和我国农业可持续发展的考虑,由小规模生产的家庭联产承包责任制向大规模的家庭农场经营转换,符合我国农业生产力的发展要求。它有利于降低农业生产对劳动力的依赖和生产的人工成本,提高生产的机械化水平并形成规模效应。目前我国尚处于家庭农场发展探索阶段,“自上而下”的政府规划是家庭农场推行的主要形式,在这些家庭农场推行地区,家庭农场政策能否被广大农民群体所接受是评判其适用性的另一个重要标准。因此,研究农民对家庭农场政策的的接受意愿,解决其推行过程中存在的问题,对提高政策的推行效果有重要意义。论文以农业组织理论为指导,以农户参与家庭农场为研究对象,在借鉴国内外学者相关研究成果和深入农村进行实地调研的基础上,论述了农户参与家庭农场的家庭农场、农民分化、农村土地流转、产权、公平等基础理论,并以此建立了农户参与家庭农场的作用机理;以上海市松江区4个农业重点镇的农户调查数据为研究样本,分析了松江地区家庭农场发展现状、农户参与家庭农场的现状、农村土地流转现状、农户参与家庭农场的意愿;依据农户参与家庭农场的内部作用机制,构建了影响农户参与家庭农场意愿因素的研究假设、指标体系、结构方程模型;在对问卷调研数据检验的基础上,应用因子分析、结构方程,实证分析了影响农户参与家庭农场意愿的因素;最后根据研究结论,提出了提高农户参与家庭农场意愿的对策建议。论文的研究结论:一是农户的职业化特征并不直接影响农户参与家庭农场的意愿,而是通过对非农产业转移特征和公平性感知特征正向、显著的影响,来间接影响农户参与家庭农场的意愿。二是非农产业转移特征也没有对农户家庭农场的意愿产生直接的影响,它通过对收入效应特征的显著影响来间接影响农户的参与意愿。三是收入效应特征和公平性感知特征对农户参与意愿影响的路径系数分别是0.657和0.547,说明家庭农场政策带来的增收效应对农户参与意愿的影响最为显著,家庭农场政策的增收效应越强,农户参与家庭农场的热情越高。四是农户对家庭农场政策及其所带来的收益权分配状况的公平性感知也对农户的参与意愿有很大程度的影响,农户对收益权分配以及一系列补贴制度感觉越公平,其参与意愿就越高。
[Abstract]:Since the reform and opening up, with the improvement of the level of agricultural modernization and the large-scale transfer of labor force, the rural labor force is in short supply. At the same time, the opening and internationalization trend of agricultural products market in our country has been strengthened constantly, and the low price agricultural products produced on a large scale in developed countries have further compressed the living space of agricultural production in our country. Therefore, in view of the national food strategic security and the sustainable development of agriculture in China, the conversion from household contract responsibility system of small-scale production to large-scale family farm management meets the development requirements of agricultural productivity in China. It can reduce the dependence of agricultural production on labor force and labor cost, improve the mechanization level of production and form scale effect. At present, China is still in the stage of exploring the development of family farms, and the "top-down" government planning is the main form of family farm implementation, in the areas where these family farms are implemented. Whether the family farm policy can be accepted by farmers is another important criterion to judge its applicability. Therefore, it is of great significance to study the farmers' willingness to accept the family farm policy and to solve the problems existing in the process of carrying out the policy. Under the guidance of agricultural organization theory, taking farmers' participation in family farms as the research object, the paper discusses the family farms in which farmers participate in family farms on the basis of referring to the relevant research results of scholars at home and abroad and on the basis of in-depth investigation in rural areas. Farmers' differentiation, rural land circulation, property rights, equity and other basic theories, and the establishment of farmers to participate in the family farm mechanism; Based on the survey data of farmers in four key agricultural towns in Songjiang District of Shanghai, this paper analyzes the present situation of family farm development, the present situation of farmers' participation in family farm, the current situation of rural land circulation, and the willingness of farmers to participate in family farm. According to the internal mechanism of farmers' participation in family farms, the research hypothesis, index system and structural equation model of influencing factors of farmers' willingness to participate in family farms are constructed. On the basis of the questionnaire survey data test, using factor analysis, structural equation, empirical analysis of the factors affecting farmers' willingness to participate in the family farm; Finally, according to the conclusion of the study, the countermeasures and suggestions to improve the willingness of farmers to participate in family farms are put forward. The conclusions of this paper are as follows: first, the professional characteristics of farmers do not directly affect the willingness of farmers to participate in family farms, but have a positive and significant impact on the characteristics of non-agricultural industry transfer and fairness perception. To indirectly affect the willingness of farmers to participate in family farms. The other is that the characteristics of non-agricultural industry transfer have no direct influence on the willingness of farmers' families and farms, and it indirectly affects farmers' willingness to participate through the significant influence on the characteristics of income effects. Thirdly, the path coefficients of income effect characteristics and fairness perception characteristics on farmers' willingness to participate are 0.657 and 0.547 respectively, which shows that the income increase effect brought by family farm policy has the most significant influence on farmers' participation willingness. The stronger the income effect of family farm policy is, the more enthusiastic farmers are to participate in family farm. Fourth, the farmers' perception of the fairness of the income distribution of the family farm policy and the resulting income rights distribution also has a great impact on the farmers' willingness to participate, and the more fair the farmers feel about the income right distribution and a series of subsidy systems.
