桃源县农村土地流转问题研究

【摘要】：土地一直是农民最基本的生活保障,农村经济发展建立在土地的基础之上,解决“三农”问题的最基本条件也是土地。推动农村土地适度、合理、有序流转,可以优化配置土地资源,通过集中连片开发解决耕地零散分割,生产经营规模偏小的问题；可以做大做强农业产业规模,促进农业结构调整,有效推动集约化管理和专业化生产；可以改变传统模式的以家庭为单位的农业生产方式,促进现代农业发展；可以更快的推动生产技术、产业资本、管理模式的引进,提高农业效率和市场竞争力；可以把更多的劳动力从繁重的农业生中解放出来,促进农村剩余劳动力转移就业,以加快整合城市和农村建设,实现城市和农村协调发展。本文以湖南省桃源县农村土地流转为研究对象,对该县农村农业相关主管部门和部分乡镇进行了走访调查,收集到大量关于土地流转的第一手资料。通过系统梳理该县土地流转的现状和工作经验,发现了该县土地流转过程中存在的一些问题,分析问题形成的原因,最后提出有针对性的工作措施和对策建议。认为桃源县的土地流转工作总体来讲推进有序,土地流转产生的规模效应也较为明显,政府在机构完善、制度健全、激励办法等方面采取了多项可行的举措,存在的问题也多是全国大范围内的共性问题。但要让农村土地在更高层面流转,实现农业现代化的目标,还需在健全服务平台、推进规范管理、强化宣传引导、完善体制机制、培育经营大户等方面进行更深入的探索和创新。
[Abstract]:Land has always been the most basic living security for farmers. The development of rural economy is based on land, and the most basic condition to solve the problem of "agriculture, countryside and farmers" is also land. To promote the proper, rational and orderly circulation of rural land, we can optimize the allocation of land resources, solve the problem of scattered division of cultivated land and small scale of production and management through centralized development; It can enlarge and strengthen the scale of agricultural industry, promote the adjustment of agricultural structure, effectively promote intensive management and specialized production, change the traditional mode of agricultural production with family as the unit, and promote the development of modern agriculture. It can quickly promote the introduction of production technology, industrial capital and management mode, improve agricultural efficiency and market competitiveness; We can liberate more labor force from the heavy agricultural students, promote the rural surplus labor force to transfer employment, in order to accelerate the integration of urban and rural construction, and realize the coordinated development of urban and rural areas. This paper takes the rural land circulation in Taoyuan County, Hunan Province as the research object, and makes a visit and investigation to the rural agricultural departments and some villages and towns in this county, and collects a large number of first-hand information on the land circulation. Through systematically combing the present situation and working experience of land circulation in this county, some problems existing in the process of land circulation in this county are found, the causes of the problems are analyzed, and the corresponding working measures and countermeasures are put forward. It is considered that the work of land circulation in Taoyuan County has been promoted in an orderly manner, and the scale effect of land circulation is also obvious. The government has taken several feasible measures in the aspects of institutional perfection, sound system, incentive measures, etc. The existing problems are also the common problems in a wide range of the whole country. However, in order to make rural land transfer on a higher level and realize the goal of agricultural modernization, it is necessary to improve the service platform, promote standardized management, strengthen propaganda and guidance, and improve the system and mechanism. Cultivate the management of large customers and other aspects of more in-depth exploration and innovation.
