实现农村土地规模经营的问题与措施

【摘要】：农村土地适度规模经营已成为当前农业经济发展的必然趋势,已成为我国农业实现现代化和产业化的必然选择,加深对土地适度规模经营问题的研究,有利于推动土地适度规模经营的良性发展。文章以我国农村土地为研究对象,界定了土地规模经营的涵义,分析了土地规模经营和农业合作化的不同之处,提出了实施土地规模经营的必要性,不仅是实现农村现代化和产业化、调整农村产业结构、加快农村社会分工的需要,还是农业参与国际竞争、社会主义新农村建设、实现农村城镇化的需要。分析了农村土地适度规模经营的现状,从农村土地适度规模的情况看,实施适度规模经营的方式有合作社、家庭农场、集体经营、企业与农户联合、土地股份合作制等。但也存在着诸多问题,如土地流转的“三原则”未完全坚持、土地产权不清晰、农民享有土地的利益未得到保护、政府的职能和行为不能切实履行以及农村土地流转市场不完备等。要确保土地适度规模经营的科学发展,必须加大政府对土地规模经营的扶持力度,建立健全农村土地流转市场,规范土地流转的法律法规,完善土地流转的市场机制,确保流转的有效进行,改革户籍制度,实现农民人口向城镇的转移,建立完备的社会保障制度和农业社会化服务体系,加快农村第二、三产业的发展,实现农村人口向非农产业的转移,促进土地适度规模经营。
[Abstract]:The moderate scale management of rural land has become the inevitable trend of the current agricultural economy development, and the inevitable choice of realizing the modernization and industrialization of our country's agriculture, so as to deepen the research on the problem of the moderate scale management of the land. It is helpful to promote the benign development of moderate scale management of land. This paper takes the rural land of our country as the research object, defines the meaning of the land scale management, analyzes the difference between the land scale management and the agricultural cooperation, and puts forward the necessity of carrying out the land scale management. It is not only the need of realizing rural modernization and industrialization, adjusting the rural industrial structure and speeding up the division of labor in rural society, but also the need for agriculture to participate in international competition, the construction of new socialist countryside and the realization of rural urbanization. This paper analyzes the present situation of moderate scale management of rural land, and from the situation of moderate scale of rural land, the ways of implementing moderate scale management are cooperative, family farm, collective management, enterprise and peasant household union, land stock cooperative system and so on. However, there are also many problems, such as the "three principles" of land circulation are not fully adhered to, the land property rights are not clear, and the interests of farmers to enjoy land are not protected. The function and behavior of government can not be carried out and the market of rural land circulation is not complete. In order to ensure the scientific development of land management on a moderate scale, we must increase the government's support for land scale management, establish and perfect the rural land circulation market, standardize the laws and regulations of land circulation, and perfect the market mechanism of land circulation. To ensure the effective carrying out of the circulation, to reform the household registration system, to realize the transfer of peasants' population to cities and towns, to establish a complete social security system and a socialized service system for agriculture, and to speed up the development of the secondary and tertiary industries in rural areas, To realize the transfer of rural population to non-agricultural industries and to promote land management on a moderate scale.
