伊春市农业产业化龙头企业发展问题研究

【摘要】：农业产业化是农民在农业生产过程中的自发形成创新，农业产业化的发展需要顺应主体（农户和企业）的需求，同时通过政府适时提供的制度供给，政策支持，形成制度激励机制，最终达到实现农业产业化发展的目标。在当前的我国全面深化改革的新的历史新阶段，加快农业产业化的发展，可以高效地解决目前存在的农户与市场之间对接问题，，有效推进现代农业产业体系的建设速度，有效地拓宽农民增收渠道，对推动新形势下农村和农业快速发展，加速社会主义新农村建设步伐具有重要现实意义。为探索农业产业化发展道路，围绕农业产业化核心内容和基本理论，通过研读农业产业化有关的专著书籍、期刊杂志等途径和方式，收集政府部门相关政策文件及农业部门有关材料，对伊春现有农业产业化龙头企业进行了认真了解，对企业的发展存在的问题和困难进行了调研分析，收集和分析农业产业化和龙头企业等相关文献，研究前人对农业产业化龙头企业相关问题的研究状况，合理汲取和借鉴相关研究成果的优点，在进行大量前期基础工作后，基于掌握的信息全面地分析了伊春市农业产业化龙头企业的发展现状，认真思考目前发展过程中存在问题的解决方法，探索伊春市农业产业化龙头企业发展思路，按照《国有林区改革指导意见》要求，进一步推进伊春农业产业化龙头企业在新常态环境下的快速发展。论文第一部分为绪论。该部分主要阐述农业产业化龙头企业问题的研究背景等相关问题。第二部分为理论概述。详述了农业产业化的概念；对农业产业化龙头企业的概念进行了解释；分析了催生农业产业化龙头企业的产生原因及农业产业化龙头企业的性质；系统总结了农业产业化龙头企业的相关理论。第三部分，伊春市农业产业化龙头企业发展的现状。第四部分，分析伊春市龙头企业发展存在的问题，找出制约伊春市农业产业化龙头企业发展的主要障碍因素及原因。第五部分，针对伊春市农业产业化龙头企业现状提出进一步发展的对策和建议。论文提出了加速政府转变职能、因地制宜科学规划、推进产权改革、强化基础设施建设、加大科技信息服务、强化组织领导、大力发展订单农业、积极引导龙头企业与合作组织有效对接、逐步完善金融服务体系等引导农业龙头企业发展政策建议。
[Abstract]:Agricultural industrialization is the spontaneous formation and innovation of farmers in the process of agricultural production. The development of agricultural industrialization needs to comply with the needs of the main body (farmers and enterprises), and at the same time through the system supply and policy support provided by the government. Form system incentive mechanism, and finally achieve the goal of agricultural industrialization development. In the new historical and new stage of comprehensively deepening the reform in our country, speeding up the development of agricultural industrialization can efficiently solve the existing problem of connecting farmers with the market, and effectively promote the speed of construction of modern agricultural industrial system. Effectively widening the channels of increasing farmers' income is of great practical significance to promote the rapid development of the countryside and agriculture under the new situation and to accelerate the pace of the construction of the new socialist countryside. In order to explore the road to the development of agricultural industrialization, and around the core content and basic theory of agricultural industrialization, by studying the ways and means of reading monographs, periodicals and magazines related to agricultural industrialization, Collecting relevant policy documents of government departments and relevant materials for the agricultural sector, we have made a serious understanding of the existing leading enterprises in agricultural industrialization in Yichun, and have made an investigation and analysis on the problems and difficulties existing in the development of enterprises. To collect and analyze the relevant documents, such as agricultural industrialization and leading enterprises, to study the research status of the related problems of agricultural industrialization leading enterprises, to draw on and draw lessons from the advantages of relevant research results, and to carry out a large number of preliminary basic work. Based on the information available, this paper comprehensively analyzes the development status of the leading enterprises in the agricultural industrialization of Yichun City, seriously considers the solutions to the problems existing in the current development process, and explores the development ideas of the leading enterprises in the agricultural industrialization of Yichun City. In accordance with the requirements of the "guidance opinion on the Reform of State-owned Forest areas", the rapid development of leading enterprises in the agricultural industrialization of Yichun in the new normal environment was further promoted. The first part of the paper is an introduction. This part mainly elaborates the agricultural industrialization leading enterprise question research background and so on correlation question. The second part is an overview of the theory. This paper expounds the concept of agricultural industrialization, explains the concept of leading enterprises in agricultural industrialization, analyzes the reasons for the emergence of leading enterprises in agricultural industrialization and the nature of leading enterprises in agricultural industrialization. The related theories of leading enterprises in agricultural industrialization are summarized systematically. The third part, Yichun agricultural industrialization leading enterprise development present situation. The fourth part analyzes the problems existing in the development of the leading enterprises in Yichun city and finds out the main obstacle factors and reasons that restrict the development of the leading enterprises in the agricultural industrialization of Yichun city. In the fifth part, the countermeasures and suggestions for the further development of agricultural industrialization leading enterprises in Yichun City are put forward. The paper proposes to accelerate the transformation of government functions, to plan scientifically according to local conditions, to promote property rights reform, to strengthen infrastructure construction, to strengthen science and technology information services, to strengthen organizational leadership, and to vigorously develop order agriculture. To guide leading enterprises and cooperative organizations to connect effectively and gradually improve the financial service system to guide the development of agricultural leading enterprises policy recommendations.
