教育扶贫是实现民族地区精准扶贫的根本措施

【摘要】:精准扶贫是我国当下和未来一个时期的重要任务,教育扶贫作为精准扶贫的治本之策,是阻断贫困代际传递的重要途径。目前我国贫困地区的"脱贫攻坚"的现状和问题主要表现在城镇化进程中农村建设与发展被忽视,教育财政投入与政策倾斜存在一定的重复现象和粗放问题,进一步聚焦教育则突出体现在贫困地区学前教育严重不足、义务教育阶段小规模学校建设不达标、高中阶段教育普及与结构不协调、民族地区"双语"教育衔接不畅,师资配置结构性短缺,留守儿童的教育与管理仍存在问题。必须面对这些教育发展的薄弱环节并实行重点攻关,提升教育发展水平,才能实现民族地区的精准扶贫和全面脱贫的目标。
[Abstract]:Precision poverty alleviation is an important task of our country at present and in a future period. As a fundamental strategy of poverty alleviation, education is an important way to block the transmission of poverty from generation to generation. At present, the present situation and problems of "overcoming poverty" in poor areas in China are mainly reflected in the neglect of rural construction and development in the process of urbanization, and the duplication and extensive problems existing in the inclination of educational financial investment and policy. Further focusing on education is reflected in the serious shortage of preschool education in poverty-stricken areas, the substandard construction of small-scale schools in the compulsory education stage, the disharmony between the popularization and structure of education at the senior high school level, and the poor convergence of "bilingual" education in ethnic minority areas. There are still problems in the education and management of left-behind children due to the structural shortage of teachers. Only by facing these weak links of education development and carrying out key problems and raising the level of education development can we achieve the goal of reducing poverty with precision and getting rid of poverty completely in ethnic minority areas.
