A区农村集体发展用地开发利用存在问题及对策

【摘要】:随着中国城镇化建设的不断推进,大量的农村集体土地被征收,农民的生计成为一个社会问题。近年来,党中央、国务院及各级政府高度重视失地农民的出路,先后出台了各项政策解决失地农民的生计问题。为了让村集体和失地村民有长久、稳定、可持续的收入来源,政府在征地的同时,预留了农村集体发展用地。农村集体发展用地的有效开发利用关系到广大失地农民的收益,关系到城市建设的稳步推进,关系到国家的安定、和谐发展。研究农村集体发展用地的有效开发利用对解决农业农村农民问题,建设中国特色新型城镇化,全面建成小康社会、加快推进社会主义现代化有着重要的理论和现实意义。在国家政策法规框架下、在福建省厦门市不断推进城镇化建设的背景下,本文以A区农村集体发展用地为研究对象,通过资料收集、实地调研访谈等方式,对A区农村集体发展用地的开发利用现状进行了分析,提出A区农村集体发展用地的开发过程中存在用地规划能力有限、用地闲置率高、开发效益低、无序开发、开发占用财政资金的比例过大以及行政村观念重,打破行政界线统筹安排较难等问题,并对问题背后的成因进行了探究,发现村集体财力匮乏以及村集体项目规划、经营能力不足等是造成以上问题的主要因素。针对A区农村集体发展用地的开发过程中存在的问题,结合当地实际,本文创造性地提出了农村集体发展用地部分出让流转的观点,并通过对具体项目的经济指标测算和综合分析,定量提出了出让60%集体发展用地的对策,以解决村集体开发财力不足的问题。同时,本文还针对村集体项目规划、经营能力不足等问题提出了应对策略,包括政府应当加强引导,科学规划、拓宽集资渠道,建立全方位的配套机制等,并对集体发展用地的开发模式、策划、管理等方面提出一些建议。A区农村集体发展用地开发利用上存在的问题既有其特殊性,也有全国的普遍性。本文通过对A区农村集体发展用地开发利用上存在问题进行分析并提出对策,对充分发挥农村集体发展用地的价值,提高农村集体发展用地开发利用的效益,增加农民的收入,使农村集体发展用地切实成为村集体和村民长久、稳定、可持续收入的重要来源,具有一定的参考作用。
[Abstract]:With the development of urbanization in China, a large number of rural collective land has been expropriated, and farmers' livelihood has become a social problem. In recent years, the Party Central Committee, the State Council and governments at all levels attach great importance to the way out for landless farmers, and have issued various policies to solve the livelihood problems of landless farmers. In order to make the village collective and landless villagers have a long, stable and sustainable source of income, the government has reserved land for rural collective development while expropriating land. The effective development and utilization of rural collective development land is related to the income of the vast number of landless farmers, the steady progress of urban construction, the stability and harmonious development of the country. It is of great theoretical and practical significance to study the effective development and utilization of rural collective development land for solving the problem of agricultural rural farmers, building new urbanization with Chinese characteristics, building a well-off society in an all-round way and speeding up socialist modernization. Under the framework of national policies and regulations, and under the background of continuously promoting the urbanization construction in Xiamen, Fujian Province, this paper takes the rural collective development land in area A as the research object, through the means of data collection, field investigation and interview, etc. This paper analyzes the present situation of the development and utilization of the rural collective development land in area A, and points out that the land planning ability is limited, the idle rate of the land is high, the development benefit is low and the development is out of order in the development process of the rural collective development land in the A area. Such problems as excessive proportion of development and occupation of financial funds, heavy concept of administrative villages, difficulty in overall arrangement to break administrative boundaries and so on, and the causes behind the problems are explored, and it is found that the village collective financial resources are scarce and the village collective project planning. Insufficient management ability is the main factor that causes above problem. In view of the problems existing in the development of rural collective development land in area A, combined with the local reality, this paper creatively puts forward the viewpoint of partial transfer and circulation of rural collective development land. By calculating and synthetically analyzing the economic indexes of specific projects, this paper puts forward quantitatively the countermeasures of transferring 60% collective development land to solve the problem of insufficient financial resources for village collective development. At the same time, aiming at the problems of village collective project planning and insufficient management ability, this paper puts forward some countermeasures, including the government should strengthen guidance, scientifically plan, widen the channels of raising funds, and establish a comprehensive supporting mechanism, etc. Some suggestions on the development mode, planning and management of the land for collective development are put forward. The problems existing in the development and utilization of the land for collective development in area A have their particularities as well as the universality of the whole country. This paper analyzes the problems existing in the development and utilization of rural collective development land in area A and puts forward countermeasures to give full play to the value of rural collective development land, to improve the efficiency of the development and utilization of rural collective development land, and to increase farmers' income. To make the rural collective development land become an important source of long-term, stable and sustainable income for the village collective and villagers, it has certain reference function.
