北京德青源公司采购管理改进研究

【摘要】：进入21世纪,伴随中国经济的高速发展,人民大众的收入水品快速增长,对生活质量的要求也越来越高,同时伴随着经济的发展环境、食品污染也日趋严重。各种食品安全事故让人们越来越重视食品安全。市场中的绿色食品、无公害农产品、有机食品越来越受人们的青睐。对于鸡蛋行业来说品牌鸡蛋的市场份额也逐年增大,继正大集团、中粮布局该行业之后各路资本也纷纷进入该领域,中国的鸡蛋产业规模化进入一个高速发展期。随之众多企业的加入市场竞争更加激烈。作为一个新兴行业,行业标准的缺失和人们对鸡蛋的传统认知,对品牌鸡蛋的好坏并没有甄别能力,往往是谁家的包装精美,谁家的便宜实惠就选谁的。包装的有无是区别品牌鸡蛋和普通鸡蛋的关键,包装的好坏是消费者选择品牌鸡蛋的重要因素。作为该行业的先行者,要想在这样的市场环境中处于优势地位,就必须做包装物的采购管理。本文以北京德青源农业科技股份有限公司为研究对象,从公司的采购管理实际现状出发,对公司在采购管理方面(组织架构、职能定位、工作流程、人员素质)存在的问题进行全面分析找到主要问题并确定研究方向和内容。论文首先概括了德青源现有的采购体系在实际运行中出现的问题和弊端,如组织架构不科学、部门职能定位不准确、工作流程冗长繁琐、人员素质参差不齐专业技能不足、绩效考核不到位员工气势低落、采购监督缺失、供应商管理不科学考评制度不完善等。这些问题造成了原来的采购体系不能适应现在公司的快速发展,在实际工作中很难应付公司对物料尤其是包装材料的大批量、多样化、快速反应的需求。然后根据供应链的要求再依照公司的实际情况下对整个采购流程开展梳理和改善。以建立一个高效、精准的采购流程为目标,对流程中的各个环节进行细化完善。最后为了保证采购管理优化顺利实施对现行采购组织进行调整并将部门职能重新定位以充分适应供应链下的采购管理要求。同时建议公司通过ERP、OA等辅助工具来保证采购管理优化的顺利实施。采购管理作为贯穿企业经营活动始末的重要管理活动,凸显出越来越关键的作用。采购管理水平的提高,不仅能使企业降低成本增加利润,而且还能够为企业挖掘可持续发展的竞争潜力,引导企业发展方向。本文通过具体探讨公司在采购管理的优化改进方案以及保障措施。第一、可以给国内规模化养殖公司的采购管理实践提供意见,第二、还能够为公司在采购管理的工作中提供理论支持。
[Abstract]:In the 21st century, with the rapid development of Chinese economy, the people's income and water quality is increasing rapidly, and the requirement of quality of life is becoming higher and higher. At the same time, with the economic development environment, food pollution is becoming more and more serious. All kinds of food safety accidents make people pay more and more attention to food safety. Green food in the market, pollution-free agricultural products, organic food more and more favored by people. For the egg industry, the market share of brand eggs is also increasing year by year. After CP Group, Cofco layout of the industry after the capital has entered this field, China's egg industry into a high-speed development period. With the entry of many enterprises into the market competition is more intense. As a new industry, the lack of industry standards and people's traditional understanding of eggs, the quality of brand eggs and not discriminating ability, often is whose packaging is exquisite, who's cheap and affordable to choose. Packaging is the key to distinguish brand eggs from ordinary eggs, and the quality of packaging is an important factor for consumers to choose brand eggs. As the forerunner of this industry, in order to be in a dominant position in such a market environment, we must do packaging procurement management. This paper takes Beijing Deqingyuan Agricultural Science and Technology Co., Ltd. as the research object, starting from the actual situation of the company's purchasing management, analyzes the company's purchasing management aspect (organizational structure, function orientation, work process, etc.) The existing problems are analyzed comprehensively to find out the main problems and determine the research direction and content. Firstly, the paper summarizes the problems and drawbacks in the actual operation of the current procurement system, such as the unscientific organizational structure, inaccurate functional positioning of the department, tedious work process, uneven professional skills of the personnel. The performance appraisal is not in place, the employee's momentum is low, the procurement supervision is lacking, the supplier management is not scientific and the appraisal system is not perfect, etc. These problems result in the original purchasing system can not adapt to the rapid development of the company, in the actual work it is very difficult to cope with the material, especially the packaging materials in large quantities, diversification, rapid response demand. Then according to the requirements of the supply chain and according to the actual situation of the company to carding and improving the entire procurement process. In order to establish an efficient, accurate procurement process as the goal, each link in the process to refine and improve. Finally, in order to ensure the successful implementation of the procurement management optimization, the current procurement organization is adjusted and the functions of the department are reoriented to fully meet the requirements of the procurement management under the supply chain. At the same time, the company is advised to use ERP,OA and other auxiliary tools to ensure the smooth implementation of procurement management optimization. Procurement management, as an important management activity running through the business activities, highlights the more and more critical role. The improvement of purchasing management level can not only reduce the cost and increase the profit, but also tap the competitive potential of sustainable development for the enterprise and guide the development direction of the enterprise. This paper probes into the optimization and improvement scheme and the safeguard measures of the company's purchasing management. First, it can give advice to the procurement management practice of domestic large-scale aquaculture companies, second, it can also provide theoretical support for the procurement management of the company.
