辽宁省渔船管理信息化体系建设研究

【摘要】:随着计算机技术飞速发展和网络时代的到来,我们进入了信息化的时代,也有人称之为数字化的时代。运用计算机、网络和通信等现代信息技术手段,优化重组各级政府组织结构,规范行政审批流程,跨越时间和空间的限制,建立一个精简、公平、高效、廉洁的政府运作模式,以便全方位地向社会提供优质、规范、透明、符合国际水准的管理与服务。本文重点以辽宁省渔船为研究对象,研究建设一个全范围的信息共享的综合性渔船数据库以及全方位、多功能的渔船管理信息系统。运用现代化信息网络和数据库管理技术,建立起渔船数据标准统一、合法规范、网上公开、信息共享、查询方便等以信息网络为平台的现代化渔船管理模式,达到渔船数据电子化、智能化、信息化、科学化以及规范化管理渔船的目的。对渔船相关的各类行政审批相互衔接、制约,建立起行为规范、运转协调、公正透明、廉政高效的渔业行政审批程序。通过渔船数据中心以及渔船管理信息平台、互联网实现对全省渔船各类业务一体化协调共享管理,更好发挥信息平台在渔业生产、安全管理中的辅助决策作用。有利于探索我国渔业管理发展新模式,提高渔船的管理水平,提高工作效率,便于向渔民提供服务,有利于改变渔业行政主管部门管理方式和政府职能。有效的推进加快辽宁省渔船更新改造进程,推动渔船升级改造,完善渔船标准化体系与规范建造,淘汰老旧渔船,促使渔船的安全保障能力明显提升。
[Abstract]:With the rapid development of computer technology and the arrival of the network era, we have entered the information age, which is also called the digital era. Using modern information technology, such as computers, networks and communications, to optimize and restructure the organizational structure of governments at all levels, standardize the administrative examination and approval process, transcend time and space constraints, and establish a streamlined, fair, efficient and clean government operation model. In order to provide quality, standardized, transparent, in line with international standards of management and services to the community. This paper focuses on Liaoning Province fishing vessels as the research object, research and construction of a full range of information sharing comprehensive fishing vessel database and all-directional, multi-functional fishing vessel management information system. By using modern information network and database management technology, a modern fishing vessel management mode based on information network is established, which is based on information network, such as unification of data standard, legal standard, open on line, information sharing, convenient inquiry and so on. To achieve the purpose of electronic, intelligent, information, scientific and standardized management of fishing vessel data. All kinds of administrative examination and approval related to fishing vessels should be linked and restricted, and a procedure of fishery administrative examination and approval should be established, which should be standardized, coordinated, fair and transparent, clean and efficient. Through the fishing vessel data center and the fishing vessel management information platform, the Internet realizes the integrated, coordinated and shared management of all kinds of fishing vessel business in the whole province, giving better play to the auxiliary decision-making role of the information platform in fishery production and safety management. It is helpful to explore a new model of fishery management in China, to improve the management level of fishing vessels, to improve working efficiency, to provide services to fishermen, and to change the management mode and government functions of fishery administrative departments. It can effectively speed up the process of fishing vessel renewal and transformation in Liaoning Province, promote the upgrading and transformation of fishing vessels, perfect the standardization system and standard construction of fishing vessels, eliminate the old fishing vessels, and promote the safety and security ability of fishing vessels obviously.
