永州市农村劳动力转移问题研究

【摘要】：近年来,随着我国市场经济进程不断加快,农村面貌发生了翻天覆地的变化,农业生产条件不断提高,农民生活水平不断改善。直接从事农业劳动生产的人数不断下降,农村剩余劳动力不断增加。永州市作为中部地区一个欠发达行政市,辖区内很多地区涌现出了大量剩余劳动力,农村剩余劳动力转移的现象普遍存在。因此,科学制定符合永州地区的农村剩余劳动力转移特征的政策,对促进永州地区社会主义新农村的建设,增加农民收入,保持农村的稳定,进一步缩小城乡之间的差距来说都具有十分重要的意义。本文从永州市农村的实际情况出发,通过文献查阅和实地调研,搜集了大量国内外有关农村劳动力转移的资料与研究成果,系统全面地对永州市农村剩余劳动力转移问题进行了研究。根据永州地区农村劳动力转移的具体实情,并结合永州市政务信息公开网站提供的相关数据,利用规范分析、实证分析、比较研究等多种研究分析方法,对永州市剩余劳动力的转移的现状进行了研究,发现永州农村劳动力转移存在以下问题：永州劳动力转移缺乏有效组织；转移的劳动力素质较低；劳动力流向单一,就业空间变小；城镇化水平低,乡镇企业发展缓慢；转移劳动力的合法权益得不到保障；在农村劳动力转移过程中,农村留守儿童问题越来越严重和突出。究其原因主要是：思想观念落后；劳动力培训机构不到位；就业服务机制不健全；城市就业压力增大；非农就业空间增长缓慢；城市化发展滞后。基于以上分析,作者认为,促进永州市农村剩余劳动力转移必须加强农村城镇化建设、加快推进农业产业化进程、大力发展农民职业教育、建立完善农村劳动力就业服务机制等。
[Abstract]:In recent years, with the acceleration of the process of market economy in our country, the appearance of rural areas has undergone earth-shaking changes, the conditions of agricultural production have been continuously improved, and the living standards of farmers have been continuously improved. The number of directly engaged in agricultural labor production continues to decline, rural surplus labor force continues to increase. As an underdeveloped administrative city in the central part of Yongzhou City, a large number of surplus labor has emerged in many areas within the jurisdiction, and the phenomenon of the transfer of rural surplus labor force is widespread. Therefore, the scientific formulation of policies that accord with the characteristics of the transfer of rural surplus labor in Yongzhou will promote the construction of a new socialist countryside in Yongzhou, increase the income of farmers, and maintain stability in the countryside. Further narrowing the gap between urban and rural areas are of great significance. Based on the actual situation of Yongzhou City, this paper collects a large number of domestic and foreign information and research results on the transfer of rural labor force through literature review and field investigation. This paper makes a systematic and comprehensive study on the transfer of rural surplus labor force in Yongzhou City. According to the specific situation of rural labor force transfer in Yongzhou area, and combining with the relevant data provided by Yongzhou Government Information Open website, using normative analysis, empirical analysis, comparative research and other research and analysis methods, This paper studies the current situation of the transfer of surplus labor force in Yongzhou, and finds that there are the following problems in the transfer of rural labor force in Yongzhou: the lack of effective organization for the transfer of labor force in Yongzhou; The quality of transferred labor force is low, the flow of labor force is single, the employment space becomes smaller, the level of urbanization is low, the development of township enterprises is slow, the legal rights and interests of transferred labor force can not be guaranteed. In the process of rural labor force transfer, the problem of children left behind in rural areas is becoming more and more serious and prominent. The main reasons are: backward ideas; labor training institutions are not in place; employment service mechanism is not perfect; urban employment pressure increases; non-agricultural employment space growth is slow; urbanization development lags behind. Based on the above analysis, the author thinks that to promote the transfer of rural surplus labor force in Yongzhou City, we must strengthen the construction of rural urbanization, speed up the process of agricultural industrialization, and vigorously develop farmers' vocational education. Establish and perfect the rural labor force employment service mechanism and so on.
