安徽省蒙城县休闲农业发展研究

【摘要】：休闲农业是伴随着经济社会的发展,人们生活水平的提高一起兴起、发展、壮大的新型业态。它利用农村生产设施、生活环境、生态资源、结合农耕文化、现代科技、想象创意为城市市民提供观光、体验、休闲、娱乐等多项需求融合的农业经营旅游活动,它是以农村为基础、休闲为目的、参与为手段、城市市民为目标的第一、二、三产业相结合的新型产业形态,是农业旅游化与旅游农业化的深度融合。此外,休闲农业对于吸收农村剩余劳动力,消除城乡二元结构,统筹区域发展,促进经济结构转型升级具有战略性意义。蒙城县的休闲农业资源十分丰富,自然景观众多、人文底蕴深厚、田园风光优美、民俗文化浓厚,这为休闲农业的发展提供了必要条件。然而,由于蒙城县休闲农业发展刚刚起步规模小、项目少、结构单一、发展层次较低的问题还比较突出。因此,对蒙城县休闲农业的发展进行研究促使其走上健康的发展道路十分重要。本文在总结国内外休闲农业发展历史、研究现状的基础上,通过SWOT分析法、亳州市三县休闲农业发展竞合分析法对蒙城县休闲农业发展的现状进行全方位的分析,并在此基础上结合相关理论对蒙城县休闲农业进行了宏观规划。以县域行政区为单位对休闲农业进行宏观规划摆脱了传统分析问题、解决问题的套路,对于刚刚兴起的蒙城县休闲农业的发展更具有实际意义。为保障休闲农业规划的顺利实施和推广,本文分别从休闲农业发展的体制机制,休闲农业发展的政策措施,构建休闲农业人才体系这几方面提出了详细的对策。
[Abstract]:Leisure agriculture is a new type of business with the development of economy and society and the improvement of people's living standard. It uses rural production facilities, living environment, ecological resources, combining farming culture, modern science and technology, and imagination and creativity to provide urban citizens with a combination of tourism, experience, leisure, entertainment, and many other agricultural management and tourism activities. It is a new type of industrial form which combines the first, second and third industries with the rural area as the foundation, the leisure as the purpose, the participation as the means, and the urban citizen as the target. It is the deep integration of agricultural tourism and tourism agriculture. In addition, leisure agriculture is of strategic significance for absorbing rural surplus labor force, eliminating urban-rural dual structure, coordinating regional development and promoting economic structural transformation and upgrading. The leisure agriculture resources in Mengcheng County are very rich, the natural landscape is numerous, the humanities is deep, the pastoral scenery is beautiful, the folk custom culture is strong, which provides the necessary condition for the development of the leisure agriculture. However, due to the small scale, few projects, single structure and low level of development, the development of leisure agriculture in Mengcheng County is still prominent. Therefore, it is very important to study the development of leisure agriculture in Mengcheng County. On the basis of summing up the development history of leisure agriculture at home and abroad and studying the present situation, this paper analyzes the present situation of leisure agriculture in three counties of Bozhou by means of SWOT analysis and competitive analysis of leisure agriculture development in Bozhou. And on this basis combined with the relevant theory of leisure agriculture in Mengcheng County macro-planning. Taking county administrative region as the unit, the macro planning of leisure agriculture gets rid of the traditional analysis problem and solves the problem routine, which has more practical significance for the development of the newly rising leisure agriculture in Mengcheng county. In order to ensure the smooth implementation and popularization of leisure agriculture planning, this paper puts forward some detailed countermeasures from the following aspects: the system and mechanism of leisure agriculture development, the policies and measures of leisure agriculture development, and the construction of leisure agriculture talents system.
