西安市土地集约利用评价

【摘要】:近年来,多数城市为追求扩大城市规模和经济增长,以牺牲耕地资源、生态用地为代价大规模扩建新区建设,引发了一系列粮食安全、征地冲突、生态破坏等问题,土地资源的稀缺性要求城市土地利用方式从粗放转向集约化。在一路一带发展政策下,西安市提出“大西安”概念和“品质西安”的新目标,这表明西安城市格局将继续扩大,对土地合理配置、高效利用提出了更高要求,对西安市近年的土地集约利用研究有助于从城市土地利用角度分析过去发展中存在的问题,为今后的改革提供参考与借鉴。本文梳理了土地集约利用国内外研究和城市土地集约利用相关理论及影响因素,为研究奠定了理论基础。阐述了城市土地集约利用评价体系及选取依据,通过对比分析选取PSR模型构建本文评价体系,揭示研究区土地利用中人地相互作用的链式关系,采用主成分分析法确定指标权重,使评价结果更客观科学。以西安市土地利用现状、土地利用效益为基础,从压力、状态、响应三各子系统选取16个指标构建PSR评价指标体系,经过综合计算后分析西安市土地集约利用水平及协调度情况。通过横向对比,显示西安市在全国十五个副省级市中,土地集约利用水平属于一般集约度,与东南沿海地区的广州、深圳、杭州等城市相比存在明显差距。研究结果表明:(1)西安市土地集约利用水平2006年至2014年逐年上升,分为快速上升期和缓慢增长期。受压力层的影响,状态层变化最复杂,经历了快速上升、回落、缓慢上升的过程,响应系统变化浮动较小,整体趋势较为平稳,但三个子系统协调状态不佳,在一定程度上说明西安市面对土地集约利用的压力、状态没有快速反应。(2)通过横向对比,西安市土地集约利用水平在15个副省级城市行列中排名第12位,处于中游偏下一般集约水平,在因子得分中,最高分是土地投入因子,最低分是土地利用因子。通过因子分析结果与其它排名前十的城市相比,存在显著差距。(3)综合西安市土地集约利用水平和城市对比差距,提出通过产业优化整合、存量带增量、开发地下空间、应用信息技术等综合性措施使西安市土地集约达到更高水平。
[Abstract]:In recent years, in order to expand the urban scale and economic growth, most cities expand the new area at the expense of cultivated land resources and ecological land, causing a series of problems such as food security, land expropriation conflicts, ecological destruction, and so on. The scarcity of land resources requires the transformation of urban land use from extensive to intensive. Under the Belt and Road development policy, Xi'an puts forward the concept of "great Xi'an" and the new goal of "quality Xi'an", which indicates that Xi'an will continue to expand its urban structure and put forward higher requirements for rational land allocation and efficient utilization. The study of intensive land use in Xi'an in recent years is helpful to analyze the problems existing in the past development from the perspective of urban land use, and to provide reference and reference for the future reform. This paper combs the relevant theories and influencing factors of intensive use of land at home and abroad and urban land intensive use, which lays a theoretical foundation for the research. This paper expounds the evaluation system of urban land intensive use and the basis of selection. Through comparative analysis, the PSR model is selected to construct the evaluation system of this paper, and the chain relationship of human-land interaction in land use in the study area is revealed. The principal component analysis method is used to determine the index weight, which makes the evaluation result more objective and scientific. Based on the present situation of land use and benefit of land use in Xi'an, 16 indexes are selected to construct the PSR evaluation index system from the aspects of pressure, state and response. After comprehensive calculation, the intensive use level and coordination degree of Xi'an land were analyzed. Through the horizontal comparison, it is shown that the intensive land use level of Xi'an belongs to the general intensive degree in the fifteen sub-provincial cities of China, and there is a significant gap between Xi'an and Guangzhou, Shenzhen, Hangzhou and other cities in the southeast coastal area. The results showed that: (1) from 2006 to 2014, the intensive land use level in Xi'an increased year by year, which was divided into fast rising period and slow increasing period. Under the influence of pressure layer, the change of state layer is the most complex, and it has experienced the process of rapid rise, fall down, slow rise. The response system fluctuates little, the overall trend is relatively stable, but the coordination state of the three subsystems is not good. To a certain extent, Xi'an does not respond quickly to the pressure of intensive land use. (2) through horizontal comparison, Xi'an land intensive use level ranks 12th among the ranks of 15 sub-provincial cities. In the middle level, the highest score is the land input factor and the lowest score is the land use factor. There is a significant gap between the results of factor analysis and other top 10 cities. (3) according to the land intensive utilization level of Xi'an city and the contrast gap between cities, the paper puts forward the development of underground space through industrial optimization and integration, the increment of stock belt, and the development of underground space. Application of information technology and other comprehensive measures to make Xi'an land intensive to a higher level.
