闽侯县林下经济发展规划研究

【摘要】：对闽侯县林下经济发展的现状进行调研,分析了优劣势,对其发展定位、思路、模式及应用进行探讨,结果如下：1.闽侯县林下经济发展的优势和不足闽侯县地处福建南北要冲,交通发达,有“福州西大门”、“南大门”之称,在气候、水文、土壤、生物资源等方面有足够的优势发展林下经济。全县林下经济发展虽然取得了一定成效,却仍存在发展规模小、缺乏龙头企业带动、市场化程度低、产业化水平有待提高、管理水平低、缺少相关政策、支持宣传力度不够,基础设施条件差等不足之处。2.闽侯县林下经济发展的总体定位和各期目标闽侯县按照“发展现代林业、建设生态文明、促进科学发展”定位,使闽侯县成为强县的重要突破口就是发展林下经济来激活林业生产力与建设林业产业,开辟“不砍树也能致富”的林业发展新路子,以“增加农民收入、增长农业资源、构建和谐林区、改善生态环境”作为发展目标。闽侯县将林下经济规划基准年为2013年,规划期2014-2020年。2014-2016年为全面建设期,2017-2020年为巩固提高阶段。3.闽侯县林下经济发展的主要思路闽侯县林下经济指标要求必须逐年对林下种植的规模和林下养殖规模进行调整,最终将林下养殖与种植的规模比例控制在五比一的范围左右,并建立以示范基地为中心,重点扶持永久性示范基地建设的模式,带动全县林下经济全面发展。4.闽侯县林下经济发展的主要模式和应用前景闽侯县林下经济有8种主要模式分别是林药模式、林菌模式、林禽模式、林畜模式、林蜂模式、林苗模式、林菜模式和林游模式以及“企业+基地+农户”模式、“农民专业协会+农户”模式、“农民专业合作社(担保协会)”模式3种主要经营模式。同时全县开展大规模的林下高效种植养殖示范基地和示范点建设,建立不同类型的先进典型,以发挥示范带动作用。林下经济发展要求林地复合经营模式达到低投入、高产出、产品高附加值的最佳水平。这就要通过科研与产业相结合,政策扶持与示范带动相结合,不断提高林下经济发展水平。
[Abstract]:The present situation of economic development under forest in Minhou County is investigated, the advantages and disadvantages are analyzed, and the orientation, train of thought, mode and application of the development are discussed. The results are as follows: 1. The advantages and disadvantages of economic development under forest in Minhou County, Minhou County is located in the north-south thrust of Fujian Province, with well-developed traffic, such as "Fuzhou West Gate", "South Gate", in climate, hydrology, and soil. Biological resources and other aspects have sufficient advantages to develop the underforest economy. Although some achievements have been made in the economic development under the forest in the county, there are still small scale of development, lack of leading enterprises, low degree of marketization, industrialization level to be improved, low level of management, lack of relevant policies, and insufficient efforts to support propaganda. Deficiencies such as poor infrastructure conditions. 2. The overall orientation of economic development under the forest in Minhou County and the objectives of each period in Minhou County according to the orientation of "developing Modern Forestry, Building Ecological Civilization and promoting Scientific Development", The important breakthrough for Minhou County to become a strong county is to develop underforest economy to activate forestry productivity and build forestry industry, and to open up a new way of forestry development that "not cutting down trees, but also getting rich," in order to "increase farmers' income and increase agricultural resources." Construct harmonious forest area, improve ecological environment "as the development goal." Minhou County will take the base year of economic planning under forest as 2013, the planning period from 2014 to 2020, the period of all-round construction from 2014 to 2016, and the phase of consolidation and improvement from 2017 to 2020. The main idea of Economic Development under Forest in Minhou County; the economic indicators under forest in Minhou County require that the scale of undergrowth cultivation and the scale of undergrowth culture must be adjusted year by year, and finally the scale ratio of undergrowth culture to planting should be controlled in the range of 5: 1. And set up demonstration base as the center, focus on supporting the permanent model of demonstration base construction, promote the overall economic development under the county's forests. 4. The main models and application prospects of economic development under forest in Minhou County there are 8 main models of undergrowth economy in Minhou County, which are forest medicine model, forest fungus model, forest poultry model, forest animal model, forest bee model, forest seedling model, and so on. There are three main modes of management: the pattern of forest vegetable, the model of forest tour, the mode of "farmer base farmer", the mode of "farmer's professional association" and the mode of "farmer's professional cooperative (guarantee association)". At the same time, the county carried out large-scale under-forest high-efficiency planting and breeding demonstration base and demonstration site construction, to establish different types of advanced typical, in order to play a leading role in demonstration. The economic development under forest requires the forest land compound management model to reach the best level of low input, high output and high added value of products. It is necessary to combine scientific research with industry, policy support and demonstration to improve the level of economic development under forest.
