农地城市流转福利增量分配不均衡实证分析——基于广东21市的三层次土地市场运行数据

【摘要】：农地城市流转与农地征收市场、土地一级市场、城市土地二级市场密切相关,而农民和村集体、地方政府和中央政府、开发商等三类主体所分享的福利增量分别位于这三层次市场。根据农地城市流转福利增量形成机制,建立福利分配测算模型,以广东21市数据为基础进行实证测算,得出如下结论:三类主体福利分享比例与各自在流转中的地位、谈判能力和信息优劣势有关;开发商的福利份额最大,地方政府次之,农民和村集体最少;经济发达地区三类主体福利分配差距较大;全部城市的福利分配比例在时间上呈动态变化。
[Abstract]:The transfer of agricultural land is closely related to the market of land expropriation, the primary market of land and the secondary market of urban land, while the peasants and village collectives, local governments and the central government, Developers and other three types of main body to share the benefits of the increment is located in these three levels of the market. According to the formation mechanism of welfare increment of farmland-city circulation, this paper sets up the calculation model of welfare distribution. Based on the data of 21 cities in Guangdong Province, the empirical calculation is carried out and the following conclusions are drawn: the proportion of welfare sharing among three types of subjects and their respective positions in the transfer process; Negotiation ability is related to information advantages and disadvantages; The welfare share of developers is the largest, followed by local governments, farmers and villages are the least; there is a large gap in welfare distribution among the three main bodies in economically developed areas; the proportion of welfare distribution in all cities has a dynamic change in time.
