农民专业合作社绩效评价研究
[Abstract]:The farmer's specialized cooperative is another organizational innovation after the family contract system, is the scattered agricultural product producers in the weak position in the market competition, organized on a voluntary basis, according to the principle of equality and mutual benefit, through joint operation. Organizations that have reached the goal of improving their own economic interests or enhancing their economic status. Since the 1980s, various types of farmers' professional cooperatives have emerged in various parts of the country, as an important organizational guarantee for the development of modern agriculture. It has played an important role in raising the degree of farmers' organization, strengthening the cooperative ability of agricultural production, effectively linking "small farmers" with "big markets", increasing peasants' income and speeding up the construction of new socialist countryside. However, China's farmers' professional cooperation is still in the primary stage of development, there are still some serious constraints on its healthy and sustainable development of problems and factors. Therefore, to evaluate the performance of farmers' professional cooperatives at this stage is helpful to reveal the current situation, characteristics and shortcomings of the development of farmers' professional cooperatives, and to explore the direction and countermeasures of the development of farmers' professional cooperatives under the new economic situation. The basic research idea of this paper is to take the development logic of the formation-operation mechanism-function realization of farmers' professional cooperatives as the theoretical basis of cooperative performance evaluation, and take the essence of performance as the starting point. According to the performance view of "behavior-result", the performance structure composed of behavior performance and result performance is obtained, and a set of performance evaluation index system of farmers' professional cooperatives is set up, and the performance evaluation index system of farmers' professional cooperatives is established according to the "behavior-result" performance view. And adopt the analytic hierarchy process to carry on the performance appraisal. Finally, 15 vegetable professional cooperatives and their members in Shouguang City are selected for empirical research. Based on the results of empirical analysis, countermeasures and suggestions are put forward to improve the development of vegetable professional cooperatives in Shouguang City from the aspects of organization itself and government. The innovation of this paper is: 1. Most of the existing studies pay more attention to the result performance. In order to make up for the deficiency of less attention to the behavior performance, this paper firstly expounds the performance effect of farmers' professional cooperative society from the theoretical aspect, including both behavior performance and result performance. Then the paper makes an empirical analysis on the performance of farmers' professional cooperatives. 2. The existing research pays more attention to the establishment of the performance evaluation index system of farmers' professional cooperatives, but it is not very concerned about the origin of the evaluation system. This paper follows the research path of "substantive connotation of performance-path of performance formation-performance structure-Index system of performance Evaluation" to construct the index system of performance evaluation. 3. The existing research on the performance of vegetable cooperatives in Shouguang City is normative. The present situation and existing problems of vegetable cooperatives in Shouguang City are analyzed from a qualitative point of view. From a quantitative point of view, this paper establishes the index system of farmers' professional cooperatives by using analytic hierarchy process (AHP) and Yaahp software, and evaluates the performance of vegetable professional cooperatives in Shouguang City, which further verifies the practicability of the evaluation index system.
