临时收储政策对玉米产业的影响分析

【摘要】：玉米临时收储政策长期以来饱受争议。通过对价格支持政策的经济效果进行分析,得出临时收储政策在增加生产者福利的同时降低了玉米需求方和政府部门的福利。进一步对我国玉米临时收储政策实施效果进行分析,得出临时收储政策在维护农民利益和促进粮食生产的同时,也伤害了玉米加工企业和养殖场户的利益。提出了政府应退出玉米临时收储政策,鼓励农民进行玉米大豆轮作、重点对适宜玉米种植的土地进行补贴和扶持主产区粮食仓储等设施建设。
[Abstract]:The corn temporary storage policy has long been debated. Through the analysis of the economic effect of the price support policy, it is concluded that the temporary storage policy has reduced the welfare of both the demand side and the government department while increasing the welfare of the producer. Based on the analysis of the effect of the policy of the temporary storage of maize in China, it is concluded that the temporary storage policy has also hurt the interests of the corn processing enterprises and the farm households while maintaining the interests of the peasants and promoting the production of the grain. The paper points out that the government should withdraw from the maize temporary storage policy, and encourage the farmers to rotate the corn and soybean, and focus on the use of the land suitable for corn planting and support the construction of the grain storage and other facilities in the main production area.
