农村精准扶贫中的技术动员

【摘要】：在总体支配的格局下,总体动员是实现各种国家目标的重要方式。改革以来,慢慢转变为以技术化治理权力为主的局面,更加注重解决事本主义的行政目标。为了达成更加深入的动员目标,精准扶贫政策是将脱贫的目标兑换成相应的技术指标,通过这些逐步分解的技术指标进一步落实总体动员的要求。本文将这种使用技术手段以达到治理目标的事本主义动员方式称为技术动员。技术动员更在乎动员的实际结果,而不是动员的政治意义、动员过程和治理手段。然而,技术动员无法充分涵盖基层实际,也不能与治理对象实现价值互动。如何既利用技术治理,又不会解构治理价值,是今后需要进一步探索的议题。
[Abstract]:In general, the overall mobilization is an important way to achieve the goals of the various countries. Since the reform, it has gradually changed into the situation of technology-based governance, and more focused on the administrative objective of solving the problem. In order to achieve a more in-depth mobilization target, the precise poverty-reduction policy is to convert the target of poverty eradication into corresponding technical indicators, and further implement the overall mobilization requirements through the technical indicators of these gradual decomposition. In this paper, this kind of method of using the technology to achieve the goal of governance is called technology mobilization. Technical mobilization is more about the actual outcome of the mobilization, rather than the political significance of mobilization, the mobilization process and the means of governance. However, technical mobilization can not fully cover the actual level of the base, and can not realize the value interaction with the governance object. How to take advantage of technology governance and not to deconstruct the value of governance is the subject that needs to be further explored in the future.
