农村公共产品供给侧结构性改革的路径与政策架构

【摘要】：我国在计划经济向社会主义市场经济转型过程中,出现了一系列结构性问题。长期以来,我国农村公共产品供给问题突出,存在农村公共产品供给增量投入严重不足、公共服务供给水平城乡严重失衡、农村公共产品供给地区差距不断扩大三大根本性问题。党的十八大对我国全面深化改革的历史紧迫性、任务艰巨性、道路曲折性作出了科学判断,我国的改革开放正进入攻坚期和深水区。提高农村公共产品供给水平、加强农村公共产品供给效率管理,是完善和发展中国特色社会主义制度的必然条件。基于中国政府职能转变的现实要求,从新供给经济学角度出发,提出解决我国农村公共产品供给基本问题"新起点、三步走"的路径设计和"双扩双增、普惠共治"的方略进行政策架构,以求从供给端出发解决我国农村公共产品供给的问题,全面建设小康社会。

[Abstract]:In the process of transition from planned economy to socialist market economy, a series of structural problems have appeared in our country. For a long time, the supply of rural public goods in China has been prominent, there are three fundamental problems: the serious shortage of incremental investment in the supply of rural public goods, the serious imbalance between urban and rural areas in the level of public service supply, and the widening regional gap in the supply of rural public goods. The 18th National Congress of the Communist Party of China (CPC) made a scientific judgment on the historical urgency, arduous tasks and twists and turns of roads in deepening reform in an all-round way. China's reform and opening up is entering a period of attack and deep water. Improving the supply level of rural public goods and strengthening the efficiency management of rural public goods supply are the inevitable conditions for perfecting and developing the socialist system with Chinese characteristics. Based on the realistic requirements of the transformation of Chinese government functions, from the point of view of new supply economics, this paper puts forward the path design of "new starting point and three steps" to solve the basic problems of rural public goods supply in China and the policy framework of "double expansion and double increase, inclusive and co-governance", in order to solve the problem of rural public goods supply in China from the supply side and build a well-off society in an all-round way.
