东北老工业基地对外开放竞争力研究

【摘要】：东北老工业基地被誉为新中国工业的摇篮,为国家的工业化建设奠定了稳固的基础,为国家重要战略物资储备做出了突出的贡献。改革开放以后,东北老工业基地经过结构调整和改制,积累了一定的经验并取得了丰硕的成果。然而,在我国从计划经济体制转变为社会主义市场经济体制的过程中,东北老工业基地制度环境的变化和技术创新的升级没能跟上市场变化的节奏,经济发展速度渐渐慢了下来。与此同时,东北老工业基地的经济发展环境和资源之间的矛盾也逐渐显现,产业转型升级、供给侧改革迫在眉睫。在东北老工业基地实现新的一轮振兴背景下,东北老工业基地以“一带一路”战略为引领,紧紧把握进一步扩大对外开放的重要机遇期,为经济发展增添新的活力与持久动力。因此,全面而系统地探讨中国东北老工业基地对外开放竞争力的问题,对于促进新一轮东北老工业基地振兴具有十分重要的现实意义。本文在开放型经济的基础上对区域对外开放竞争力进行研究,查阅了大量关于东北老工业基地区域开放竞争力研究所需相关数据及前期研究成果,构建了“区域对外开放竞争力”的理论框架。通过界定区域对外开放竞争力的基本内涵及特征,分析区域对外开放竞争力各要素间的相互关系。结合中国四大版块的地域特点及发展现状,构建区域对外开放竞争力评价指标和体系,分别从区域开放基础竞争力、区域开放贸易竞争力、区域开放投资竞争力、区域开放环境竞争力和区域开放服务竞争力对东北老工业基地对外开放的现状、成因进行深入探讨。运用主成分分析法对我国四大版块区域对外开放竞争力做了准确测度和趋势变化比较,对提高东北老工业基地区域对外开放竞争力提出有针对性和可操作性的政策建议。对于进一步扩大对外开放,实现新一轮东北老工业基地振兴有一定借鉴意义。全文共分为九章。第1章是绪论,阐述了论文研究的意义、研究的方法、基本结构与主要内容、创新点与不足等方面的问题。第2章是文献综述,对有关开放竞争力研究、对外开放及开放型经济相关文献做出总结和归纳。第3章是区域对外开放竞争力的相关理论,分别从区域对外开放竞争力的内涵、基本特征、指标体系和理论模型进行阐述,分析了区域开放基础竞争力、区域开放贸易竞争力、区域开放投资竞争力、区域开放环境竞争力和区域开放服务竞争力的相互关系。第4章是东北老工业基地对外开放的现状与问题,这部分分析的是东北老工业基地开放的基础性问题。包括历史演进、对外开放的现状、对外开放所存在的问题及成因。第5章是东北老工业基地对外开放贸易竞争力分析,主要对东北老工业基地贸易规模、贸易依存度、贸易中的商品结构和市场结构进行评价分析。第6章是东北老工业基地对外开放投资竞争力分析,主要对东北老工业基地引资规模、引资结构、FDI的溢出效应进行分析。第7章是东北老工业基地对外开放服务与环境竞争力分析,主要对东北老工业基地对外经济合作、区域开放环境竞争力进行了研究。第8章是中国四大板块的区域对外开放竞争力比较,主要对中国四大板块对外开放竞争力做出总体评价和比较,对东北老工业基地提出借鉴其他板块的建议。第9章是增强东北老工业基地对外开放竞争力的对策建议。共五个方面：主动融入国家“一带一路”战略、扩大东北区域开放、进一步提高对外贸易水平、不断提高引进外资和对外投资水平、增强老工业基地与东北亚地区合作。
[Abstract]:The northeast old industrial base is known as the cradle of the new Chinese industry, has laid a solid foundation for the country's industrialization, has made outstanding contribution to the national strategic material reserves.
