腐败、转移支付与区域经济差距——基于异质性新经济地理学模型的分析

【摘要】：本文首次将转移支付和腐败同时引入异质性新经济地理学模型,分析发现,区域经济差距未见收敛,不是因为转移支付政策失效,而是存在干扰政策效应的因素,即异质性企业的自身利益驱动、东部在固定成本上的比较优势和局部地区官员腐败行为。进一步,基于省级面板数据,依次建立静态模型和动态模型,分别运用工具变量法和差分GMM估计法进行估计。结果发现,转移支付政策本身促进了经济发展,但腐败降低甚至抵消了转移支付的政策效果,进而阻碍了经济发展,这为向中西部倾斜的大规模转移支付在缩小区域经济差距上收效甚微提供了一种合理解释。据此提出政策启示:转移支付制度应强化法治原则、简化行政审批手续。
[Abstract]:In this paper, transfer payment and corruption are introduced into heterogeneous new economic geography model for the first time. The analysis shows that the regional economic gap has not converged, not because the transfer payment policy has failed. However, there are some factors that interfere with the policy effect, that is, the heterogeneity enterprises' self-interest drive, the comparative advantage of the eastern part in fixed cost and the corrupt behavior of the local officials. Further, based on the provincial panel data. The static model and the dynamic model are established in turn, and the tool variable method and the differential GMM estimation method are used to estimate. The results show that the transfer payment policy itself promotes the economic development. However, the reduction of corruption even offset the policy effect of transfer payment, which in turn hindered economic development. This provides a reasonable explanation for the fact that the large-scale transfer payment tilted to the central and western regions has little effect on narrowing the regional economic gap. On the basis of this, the policy implications are put forward: the transfer payment system should strengthen the principle of rule by law. Simplify administrative examination and approval procedures.
