河北省城镇化与产业结构优化互动发展研究

【摘要】：城镇化与产业结构优化是经济社会发展的必然趋势。产业结构优化为城镇化提供发展动力和经济支持，而城镇化则是产业结构优化升级的土壤和依托，二者互动发展，共同推进经济社会的现代化发展。本文在区域经济学、产业经济学、发展经济学相关理论研究的基础上，借鉴国内外城镇化发展与产业结构演进的历史经验，，把握城镇化与产业结构优化的互动逻辑关系，实证分析与规范分析、定性分析与定量分析相结合，运用比较分析、相对劳动生产率和产业结构偏离度分析、灰色关联分析、协整和格兰杰因果关系检验等方法，对河北省城镇化发展与产业结构演进的现状和过程进行了较为全面的研究。认为改革开放以来，在工业化的推动下，河北省城镇化与产业结构调整都取得了很大成就。但与沿海发达地区和全国水平相比，城镇化水平依然偏低，产业结构仍不合理，高能耗、高污染重化工业所占比重较高，现代服务业发展缓慢，城镇化远滞后于工业化。在河北省三次产业中，第三产业与城镇化的关联度最高、第二产业次之、第一产业最低，三次产业就业结构的转变与城镇化的关联度大于产值结构的转变，特别是第三产业就业所占比重的上升与城镇化率增长的关联度最高；而农业发展仍较落后，劳动生产率低下，就业比重过高于增加值所占比重；工业结构偏重，就业吸纳能力不足，就业比重远低于增加值比重；第一、二产业发展与城镇化均不存在长期的协整关系。虽然第三产业相对劳动生产率较高、产业结构偏离度较合理、与城镇化发展基本存在着长期互动关系；但由于劳动力素质较低、传统服务业所占比重较高、现代服务业发展较落后，导致第三产业产值提高单向为城镇化发展的格兰杰原因；虽然第三产业就业比重的变化与城镇化发展体现出双向的格兰杰因果互动关系，但第三产业就业比重的提高对城镇化率增长的影响要比城镇化率增长对第三产业就业比重提高的影响大得多。面对河北省城镇化发展与产业结构演进过程中存在的诸多障碍因素，本文最后给出了大力发展现代农业、建设现代产业体系、提升发展中小城镇、改变城乡二元体制等政策建议的基本思路。
[Abstract]:Urbanization and the optimization of industrial structure are the inevitable trend of economic and social development . The optimization of industrial structure provides the development impetus and economic support for the urbanization , and the urbanization is the soil and relying on which the industrial structure is optimized and upgraded , and the two interactive development together advance the modernization of the society and society . Based on the research of regional economics , industrial economics and development economics , this paper studies the relationship between urbanization and industrial structure in Hebei Province , which is based on the historical experiences of urbanization development and industrial structure evolution at home and abroad . In the face of many obstacles existing in the development of urbanization and the evolution of industrial structure in Hebei Province , this paper concludes with the basic idea of developing modern agriculture , building modern industry system , promoting the development of small and small towns and changing the binary system of urban and rural areas .
